Jammu, Oct 31: Forgery, plagiarism and manipulation have been the mishandled tools of pervasive people in the society since times immemorial. Those feigning ignorance of law can seldom be innocent. The document available with this office of Jammu Jottings pertains to Technical Education (Skill Development) Department. It is an order by Director Technical Education under order No.87 of 2001 Dated 09-02-2001 under endorsement No. DTE/ Estt/101/ 354-59 Dated 09-02-2001depicting 04 persons of Government ITI Bandipora regularised against newly created posts of 02 Chowkidars, 01 Orderly and 01 Gardener. The four persons mentioned are: 1. Shabir Ahmad Wani son of Ab. Gani Wani resident of Dachigam Bandipora as Chowkidar, 2. Shabir Ahmad Bhat son of Gh. Nabi Bhat resident of Dachigam Bandipora, Orderly, 3. Zahoor Ahmad son of Ab. Gaffar Khan resident of Lawaypora Bandipora, Gardiner, and 4. Mohd Ayoub Mallah son of Gh. Mohiuddin Mallah resident of Washooa Ganderbal, Chowkidar.
The contents of the said order are tempered at in first para, line No. 07 at word “Bandipora”, line No 09 insertion at margin ” up to 31-03- 2001″, line No. 13 “04 (Four)”. It is visible to the naked eye as the font of these quoted words (insertions) does not match with the rest of the typed lines of the whole para. The pervasive mind of the man involved in such a misdeed is exposed when he forged the signature of then Director Technical Education, Skill Development Department, Mr. Basharat Ahmad Dhar IAS to hoodwink the stakeholders. The annexure to this order shows four persons being regularised after having completed seven years as daily rated workers in the same Institute against newly created posts mentioned against each, when actually these were daily rated workers who were regularised against newly created “Helper” posts by the Government with reference to the orders quoted in the communication.
Now the question arises was this an attempt of foolhardiness or was this order implemented actually in favour of beneficiaries? This order is reflected in the records available with the Establishment Section of the Directorate office of Technical Education Department and the office of the Government ITI Bandipora also, where the beneficiaries have been posted since their inception in the Department. Shabir Ahmad Bhat is shown as “Orderly” in the seniority list of Orderlies under the signature of the Deputy Director, Technical Education, Kashmir Division, under the heading “Seniority List of Orderlies of ITIs of Kashmir Division as on 17-02-2011 at S. No. 10 under the sub-heading District Baramulla ITIs: Baramulla/Uri/Bandipora/Sopore/Pattan/Rohama. The same is again reflected in the communication titled “Pursuant to Director Skill Development (Technical Education) of J&K order No. 155 of 2022 Dated 04-04-2022 issued under endorsement No. DSDD/ITI/30/2021-2-DSD/2012-221Dated 04-04-2022, the committee held its meeting on 05-05-2022 deliberate upon the issue”, on S No. 44, page No. 4 as Orderly ITI Gurez in the remarks column. Zahoor Ahmad Khan is shown as Workshop Attendant vide DDK Order No. 51 of 2008 dated 16-07-2008 and Mohd Ayoub Mallah is shown as Orderly vide DDK Order No 98 of 2006 dated 15-10-2006 when he is Under Matric and many others who are also Under Matric and senior to him have been shown ineligible for the post of Orderly.
Comparing the information of the Establishment Section of the Directorate with the information got from ITI Bandipora it is found that one Shabir Ahmad Bhat is shown as Jr Assistant (not I/c) in the data of Bio metric machine at S No.19 among the Ministerial Staff as the printed sheet is available with this office and another beneficiary of order No. 87 of 2001 dated 09-02-2001 (forged), Shabir Ahmad Wani is shown as Chowkidar in the same sheet. Zahoor Ahmad Khan is shown as Workshop Attendant and Mohd Ayoub Mallah is posted at Joint Directorate, Kashmir, Srinagar.
On the other hand both beneficiaries: Wani and Bhat have been granted 2nd In situ promotion w.e.f. 01-11-2013 in the Category of “Helpers” by the same Establishment vide Order No. 218 of 2016 dated 19-03-2016 at S. No. 15 and 16 simultaneously. Means one who is Orderly in 2011, is Helper in 2013 and is again Orderly in 2022. And one who is Chowkidar, (newly created post in the permanent Establishment) is Helper in 2013 and Chowkidar at ITI Bandipora as per Attendance Sheet.
Again contrary to showing Shabir Ahmad Bhat as “Orderly” in Orderlies Seniority, and in ‘Helpers’ Seniority List and Junior Assistant in the Biometric Attendance at Bandipora ITI, he is shown as “I/c” Junior Assistant in the list of Ministerial Staff deputed to JKIMMRD (4th batch IMPA) Srinagar to attend 04 days Training Programme commencing w.e.f.04-01-2022 to 07-01-2022 vide Directorate Order No. 656 of 2021 dated 28-12-2021at S No. 18 posted at ITI Bandipora.
In another piece of information by reliable source to our correspondent it was revealed that Shabir Ahmad Bhat (I/c Junior Assistant) is actually posted at Government ITI Gurez but does not attend the duties in person there. Another source reacting to this piece of information told that Shabir Ahmad Bhat though posted at ITI Gurez does not attend the duties in person there, yet is drawing border allowance attached to his post sitting at ITI Bandipora.
Replying to a question about the clarification, he further elaborated that since AR Bajard, is the Incharge Superintendant of Govt. ITI Bandipora is also DDO of Government ITI Gurez and as such in nexus with Shabir Ahmad Bhat is drawing the border allowance in his favour illegally. Sources from Gurez further clarified that Biometric machine is not yet installed at ITI Gurez though the concerned DC asked the DDO Gurez ITI to install one at an earliest.
In light of the above story, would the Establishment Section of the Directorate of Skill Development Department find time to determine the actual post with place of posting of the said Shabir Ahmad Bhat and Shabir Ahmad Wani and also mention the compulsions that made them promote Shabir Ahmad Bhat as Junior Assistant taking him from S No. 44 of the Helpers list when many others senior to him as per list have not been considered.
Principal Secretary, Skill Development Department has to take cognizance of such iniquitous act in the department and immediate take strict measures for delinquency of the involved who are find responsible in such patent examples of misdeeds as it sends a wrong message that some persons are playing with system and they also mocking at the system.
