- The ACB has registered a case FIR 02-2021 dated 11-01-2021 ansd since then the ACB is writing to DC Jammu but ADC Jammu Ghansham Singh is showing cold shoulder in cooperating.
- The Additional Deputy Commissioner Jammu Ghansham Singh KAS has written to all tehsildars except Jammu South to provide requisite information within 02 days. Let we see the definition of 02 days.

Jammu, Nov 24: Why the office of Additional Deputy Commissioner Jammu is taking so casual about the investigation carried out by the ACB? Why the Additional Deputy Commissioner Jammu is not seriously cooperating with ACB in a case of big fraud wreaked by the corrupt Patwari Javed Ahmed? Why not Additional Deputy Commissioner Jammu not taking interest in this case which is an attempt to expose a big land fraud case? Why not Additional Deputy Commissioner Jammu has pursued the case being investigation by the ACB in case of FIR No 02/2021 being investigated by ACB Police Station? What is the meaning of ‘Urgent’ in the vision of Additional Deputy Commissioner? All these questions have arisen over the letter of Additional Deputy Commissioner Jammu Ghansham Singh KAS, which he wrote today to all Tehsildars except Jammu South and other including Jammu Khas, Jammu North, Bahu, Bishnah, Bhalwal, RS Pura, Arnia, Akhnoor, Khour, Jourian, Maira Mandrian, Pargwal, Nagrota, Dansal, Kharah and Balli, whereas he has to reply and to explain the definition of Urgent and also to explain that what type of cooperation he is extending to ACB?
This is very intriguing story that the ACB has lodged an FIR No 02/2021 dated 11-01-2021 against u/s 5(1) (e) r/w section 5(2) PC Act and Sections 109, 120-B/RPC against accused persons namely Patwari Javed Ahmed, Bashir Ahmed, Ghulam Fatima, Nazia Kouser and others, to expose a big land scam done by the Patwari Javed Ahmed but the office of DC Jammu are showing cold shoulder to the ACB. The ACB has written a letter to office of DC Jammu to provide requisite information but the DC Office has no interest to minimize the corrupt practices in Jammu. The Additional Deputy Commissioner Jammu Ghansham Singh KAS has written his first letter to all Tehsildars on 02-02-2021 vide office letter No DCJ/Comp-ACB/12689/21/2020 and reminder dated 05-03-2021. Here anyone can understand that the first reminder was written after 31 days of first letter but it beyond to understand for everyone that the Additional Deputy Commissioner Jammu Ghansham Singh KAS has written second reminder after 264 days, which clearly shows that Additional Deputy Commissioner Jammu Ghansham Singh KAS has some kind of interest to halt the investigation. After 264 days, he wrote second reminder today on 24-11-2021 vide his office letter No DCJ/Comp-ACB/12689/21/2020-665. Now the question is that why Additional Deputy Commissioner Jammu Ghansham Singh KAS took 264 days to write second reminder which seems that there is something fishy besides there are some reliable reports that corrupt Patwari Javed Ahmed has pumped much money to shatter this investigation.
The ACB letter has asked the DC Jammu to stop the ongoing work on the land in question at village Kanger tehsil Bhalwal but despite the letters written to SDM Jammu North and DC Jammu the work on the land is still going on, which is matter of serious concern. ACB, in his recent letter No ACB/FIR-02-21/(C)/2021/2258 dated 20-09-2021 written to DC Jammu has asked to stop the work but in this letter Additional Deputy Commissioner Jammu Ghansham Singh KAS has not mentioned a word about stoppage of work, which is also surprising and giving a space for creation of doubts.
