Why duplicity in case of JKGGC enquiry?

• 13 days earlier on 28-10-2021 the Additional Deputy Commissioner (L&O) Jammu says on record that enquiry in regard of complaint against corrupt Patwari Parnav Dev Singh is on final stage but on 10-11-2021, he writes to SDM North Jammu to conduct enquiry, what is going on in the office of Deputy Commissioner Jammu?
• Why such delay tactics are being adopted in the enquiry against a corrupt Patwari Parnav Dev Singh?
• This clearly indicates that the Additional Deputy Commissioner (L&O) Jammu is working under the influence of corrupt Patwari Parnav Dev Singh.

Jammu, Nov 11: Why the Additional Deputy Commissioner (L&O) Jammu playing duplicity in the complaint regarding a corrupt Patwari Parnav Dev Singh? Why the Additional Deputy Commissioner (L&O) Jammu is stating different thing on portal of JKGGC and in his letter other thing? What the Additional Deputy Commissioner (L&O) Jammu trying to hide or to twist? Why the Additional Deputy Commissioner (L&O) Jammu is trying to hide the truth? These are some uncomfortable and tough questions for Additional Deputy Commissioner (L&O) Jammu to make reply in the case of complaint registered in JKGGC portal under the complaint ID No 999002258508 on 31-07-2021 and the complaint is still rolling between the two offices.
One complaint has made a complaint to Lt Governor through the JKGGC portal on 31-07-2021 with a hope that proper and fast enquiry will be done but the matter took contrary as it seems that Additional Deputy Commissioner (L&O) Jammu is trying to buy more time in this enquiry. On 28-10-2021 the Additional Deputy Commissioner (L&O) Jammu replied on portal like this “Enquiry into the matter is at the final stages and in the event of being found guilty, matter shall be submitted to competent authority for necessary action against the said official as warranted under law.” But on 10-11-2021 the Additional Deputy Commissioner (L&O) Jammu writes a letter to Sub Divisional Magistrate Jammu North vide its letter No DCJ/Comp-Griev/2021-22/636 dated 10-11-2021 to enquire the matter. It is matter of surprise to say that on 28-10-2021, the Additional Deputy Commissioner (L&O) Jammu mentioned in his reply that enquiry is at the final stage but on 10-11-2021 after lapse 13 days he is asking SDM Jammu North to enquire the issue then why Additional Deputy Commissioner (L&O) Jammu has lied on the JKGGC portal on 28-10-2021.
The letter of Additional Deputy Commissioner (L&O) Jammu read as “Subject- Complaint against patwari Pranav Dev Singh presently posted at Niabat Sidhra for deliberately causing sheer misuse of official position, issuing Farad Intikhab of land (Gair Mumkin Jarh) during the year 2018, while his posting in revenue village Kanger, tehsil Bhalwal under the jurisdiction of Jammu North SDM, (Grievances ID 999002258508)
The Additional Deputy Commissioner (L&O) Jammu further asks to SDM Jammu North, “In this regard you are requested to have the matter enquired into in light of allegations levelled in the complaint and furnish a detailed factual report to this office at the earliest. Matter may be treated as most urgent.”
Now a very typical question is surfacing and creating a doubt among the people that on 28-10-2021 the Additional Deputy Commissioner (L&O) Jammu wrote that enquiry was at final stage but after 13 days he asks to SDM Jammu North to have the matter enquired. The million dollar questions is that why Additional Deputy Commissioner (L&O) Jammu is playing such tactics to derail the enquiry against the corrupt Patwari.
