Tehsildar Bhalwal is demeaning Indian constitution & President’s Rule
*Tehsildar Bhalwal openly ignored the directions of his senior officers and indirectly disgracing them.
*He is having a mission to show disrespect to Indian constitutions and to his senior officers.

Why the Tehsidlar Bhalwal is not respecting the law of land? Why he is trying hide the facts of against one corrupt patwari? Why Tehsildar Bhalwal is thinking himself above the law? Why the Deputy Commissioner Jammu is not taking cognizance of Tehsildar Bhalwal’s anti-law attitude in which he (Tehsildar) every time insults the constitution of India that too openly? Why Tehsidlar Bhalwal is trying to demean every office, which supervising him? Why not the Tehsidlar Bhalwal would be declared as deadwood employee and shown the door? Why the administration not declaring Tehsildar Bhalwal ‘habitual offender’ as he never comply with the orders of senior officers even with the directions of Lt Governor, which is the top office of the Jammu & Kashmir and running the government directly that too under the provision of President’s Rule? These are some uncomfortable questions irritating in the minds of people and they need answers from DC Jammu and higher authorities otherwise people will lose trust on the administration and officers.
I have many things to say but today I will reveal the truth about a RTI (Right To Information, which is one of the most used Act among the people and everyone has the right to use, re-use again and again as one can. The RTI activists are the true soldiers of the country who try to dig out the truth from the coffin of the files, which ever remained untold story and grave of many misdeeds and corrupt practices. One RTI Activist files two RTI on 19-06-2021 and 22-06-2021 in the office of Deputy Commissioner Jammu to know about frauds and discrepancies done by some revenue officers while dealing with land issues. The applicant has the right to know as it is enshrined in the Indian constitution but the Tehsidlar Bhalwal seems that he is running his own kingdom with his own rules and regulation, besides outside the purview of Indian constitution. Somehow he (tehsildar Bhalwal) is right in his opinion as he is watching that from DC Jammu to Lt Governor no one is daring to ask him for anti-law activities.
The DC Jammu has transferred both the RTIs to Tehsildar Bhalwal directly vide letters No HQA/PIO/RTI/2021-22/188-89 dated 24-06-2021 and HQA/PIO/RTI/2021-22/198-99 dated 28-06-2021, with a clear directions, “The information is to be provided to the applicant within a period of 30 days. Delay in transmission of information shall invite penalty under section 19(8) of the act.” Both the letters has been signed by Farooq Hussian, Public Information Officer, HQA to DC Jammu but the Tehsildar Bhalwal has not bother about the letters. It seems that he thinks that DC Jammu is his subordinate and he is the boss of DC Jammu so he does not bother for his subordinate DC Jammu.
Again the applicant filed a first appeal to SDM Jammu North who is also FAA in these two cases and SDM North has called both the parties including applicant and tehsildar Bhalwal on 24-08-2021 but Tehsildar Bhalwal could not attend the court and the SDM North has passed the orders vide his office No SDM/JN/FAA/RTI/21-22/35-36 dated 25-08-2021 and SDM/JN/FAA/RTI/21-22/36-37 dated 25-08-2021 that within 30 days to provide requisite information. But 30 days have lapsed the Tehsildar Bhalwal remained unmoved in this concern as it seems that he is running his own kingdom and SDM Jammu North and DC Jammu are noting for him.
