Tainted CE Ashok Kikloo PWD Jammu goes scot-free
*Ashok Kikloo who remained instrumental in bleeding state exchequer as the then Executive Engineer Relief Organisation Jammu has gone scot-free because he is enjoying support of one of the senior BJP leaders.
*Two letters one person and one department, but both the letters are contradictory and contrary. One letter vide No ACB/RTI/CPIO/18579 dated 10-12-2020 that Ashok Kikloo is under probe vide verification No JSK-116/2017 but other letter No ACB/45-01/NOC-2020-PW(R&B)-3624 dated 25-02-2020 no PE or FIR against him. Who is right and who is wrong ACB should decide.
*The ACB should handover the case to CBI that why the officers of ACB has given NOC in the favour of corrupt persons who has been probed by ACB itself and which BJP leader is supporting the corrupt person and openly defeating PM Modi’s crusade against corruption.
*PM Modi is proposing whereas our BJP state leaders are disposing Modi’s mission over honesty let it be the issue of Ashok Kikloo or illegal construction of Bishnah.

Despite being investigated by Anti Corruption Bureau (ACB) since 2017 vide verification No JSK-116/2017, for his involvements in numerous scandals during his posting as Executive Engineer (XEn) Relief Organisation (M), Jammu, the retired Chief Engineer PWD, Ashok Kumar Kikloo got no objection certificate (NoC) from the investigating agency in his favour and has gone scot-free, as he retired on August 31.

According to sources, Ashok Kikloo, who will has retired on August 31 this year, as Chief Engineer has harassed many contractors, even some influential contractors, took up the matter with Advisor Bhatnagar, but reportedly, Principal Secretary, PWD Shailendra Kumar has come to his rescue as he was a blue-eyed engineer.

On July 15 last year, J&K government placed seven Superintending Engineers (SEs) as in-charge Chief Engineers, including Er. Ashok Kumar Kikloo, Er. Prakash Chander Tanoch, Er. Shabir Ahmad Choudhary, Er. Hem Raj, Er. Dharam Paul, Er. Tarsem Kumar and Er. Rafiq Ahmad Rafiq as CEs.

State Vigilance Organisation (SVO), now ACB has been conducting a probe against Ashok Kumar Kikloo the then Executive Engineer, Relief Organisation, Jammu since 2017, and still the investigation is going on, but using his money power and political patronage of a senior BJP leader, who overshadowed rules of other leaders of BJP, he not only manages his elevation as Chief Engineer, PWD Jammu, but also got NoC from ACB despite an ongoing verification no. JSK-116/2017 against him.

It has been learnt a journalist (anti-corruption activist) through his writing highlighted the issue, even he sent complaints along with documents to Raj Bhawan, Chief Secretary J&K, Director ACB and Principal Secretary but all in vain. “The Principal Secretary PWD, Shailendra Kumar, instead taking cognizance, invited the journalist for a meeting. But, he refused his offer, and he kept continuing his struggle, he has also lodged a complaint in JK Grievance Cell and hoped that it will deliver justice”, the whistle-blower journalist told Jammu Jottings.

Kikloo as Executive Engineer Relief Organisation (M), on the basis of recommendations of manipulative Contract Committee (CC) issued ‘fake’ allotment and supply orders for repair and renovation works at RTR Muthi, Nagrota and Jagti. Smelling a rat, the inmates of these TRTs, the Kashmiri Pandit Community raised alarm over the loot of state exchequer.

The Government had ordered an inquiry in response to question raised by the then BJP MLCs Surinder Mohan Ambardar and Sofi Yousuf with regard to the probe into alleged irregularities in works worth over Rs 27 crore in migrants’ colonies at Nagrota, Jagti, Muthi, Purkhu and other places and illegal allotment of works without tenders to favourite contractors, with a direction that finding of govt enquiry into case be made public.

The SVO acting on apprehensions of inmates and government order initiated the verification and sought details of the works in ‘questions’ executed by Ashok Kikloo as Executive Engineer Relief Organisation Jammu, even reminders for the same were sent by the SVO Relief Organsiation, vide letter no. SSP/Veri/2017/SMA/ VOJ, dated 24/12/2017 for providing the records, but this case couldn’t reach its logical conclusion, as the verification after four years is still going on. Apart from this Kikloo as Executive Engineer in Relief Organization had withdrawn PoL charges against a defunct vehicle which was not in service for years.

Last year, when the ACB issued NoC in favour of Kikloo, through an RTI it came in light that the verification no. JSK-116/2017 is still going. Lt. Governor Manoj Sinha who despite the alarming situation during the second wave of Coronavirus in J&K, played a vital role and defeated the COVID despite adverse conditions and shortage of resources, should launch a full-fledged war against corruption, so that such black sheep could be discouraged in future too.
