EO MC Bishnah accuses Horticulture (P&M) for ignoring illegal construction in its premises
*The department of Horticulture (P&M) has not got land use changed but they started construction over Chapri.
*EO says why not the department of Horticulture (P&M) lodged a report with police when some illegal construction was going on within their premises?
*JDA new Master Plan 2032 says 50 kanals land is needed for Fruit & Vegetable market but they have not sufficient land as the new SRO has been introduced and now new law will be implemented, said EO.
*EO said that notice for violations would be served and then the action would be taken and demolish process be adopted in this case.

Which department is responsible for the mess of illegal construction of illegal shops in Bishnah? Why the department of Horticulture (P&M) running away from their duties and responsibilities? Why the department of Horticulture (P&M) allowed the vendors to construct shops without proper permission from the concerned authority? Why the department of Horticulture (P&M) was so weak that anyone can construct any build any structure in their premises? Why the department of Horticulture (P&M) not reported the issue of illegal construction to the concerned police so that the issue has been curbed in the initial stage? Why the department of Horticulture (P&M) has created such muck in the Bishnah? Why the department of Horticulture (P&M) entirely failed to tackle the things, if they have bought the land legally? Why the department of Horticulture (P&M) get the plan approved in one go and doing phase wise? These are some uncomfortable questions from the department of Horticulture (P&M) to come out from the shell and reply so that people may know the truth behind the curtain. The main root of creation of mess and muck in Bishnah is the department of Horticulture (P&M), so all responsibility lies on this department.
The illegal construction of illegal shops in Bishnah has hit the headlines of newspaper and Jammu Jottings have spun all the beans each day and remained instrumental to restore the law of land in the locality of Bishnah, which has been the best of choice of corrupt people as the corruption, is in place in Bishnah. The story is very old but the vital issue is that the department of Horticulture (P&M) has remained elusive over the issue of illegalities of construction of illegal shops in their premises for which they are claiming that they have got the land legally on their names. If when they found that someone is constructing shops illegally but not reported the matter to police it means the said department is hand-in-glove with the violators.
Now the main issue is that the department of Horticulture (P&M) has not got lay out approved by the MC Bishnah as per the rule they have to get the lay out approved by them. As per the then rule for creating Fruit & Vegetable Mandi they need 25 kanal of land but they have purchased only 20 kanal and 6 marlas, which is itself the violation of law of land. The other thing that they have bought the land and acquired the land but they have not got the land use changed from Gair Mumkin Chapri to commercial. The law of land clearly says without change of land use you cannot construct anything. The more interesting thing is that the department Horticulture (P&M) has deposited a fee of Rs 60000 but this is the fee of shed and not for the site plan but over the issue of Rs 60000 fee they are misleading the entire system. They have not deposited any fee regarding the approval of site plan for Fruit Mandi or shops. The EO MC said that in the new guideline of Jammu Master Plan 2025 the Fruit Mandi needs 50 kanla of lands and now the site plan for Fruit mandi would not be passed.
