Jammu, Dec 26: How can a District Education Planning Officer, Rajouri Abdul Raof Dar accord sanction to release of funds amounting Rs 1.98 crore (Rupees one crore, ninety eighty lacs) vide order No 24 CEOR of 2022 dated 10-09-2022, as he was not having DDO powers? Can office of Chief Education Officer Rajouri two DDO officers? What was the intention of District Education Planning Officer, Rajouri Abdul Raof Dar for illegally accord sanction to release of funds amounting Rs 1.98 crore in favour of Superintending Engineer PWD (R&B) Circle Rajouri? Why has the District Education Planning Officer, Rajouri Abdul Raof Dar tried to encroach the powers of CEO Rajouri? Who is behind all this illegal scene of according sanction to release of funds amounting Rs 1.98 crore in favour of SE PWD? Why has not stringent action taken against District Education Planning Officer, Rajouri Abdul Raof Dar till date? These are very crucial questions irritating in the mind of the people and the administrative department of school education must come with specific reply.
It is crystal clear that the officer having the DDO powers can deal with the financial matters and also accord sanction for release of funds as the signatures of the DDO only acceptable to the treasury, whereas the signatures of other officers do not have relevance in treasury or other financial institutes. But here in the office of Chief Education Officer Rajouri a person who is District Education Planning Officer Abdul Raof Dar has issued an order No 24 CEOR of 2022 dated 10-09-2022 and accorded sanction to release the funds to the tune of Rs 1.98 crore (One crore, ninety eight lacs), which was an illegal act on his part.
In the said order on para 17, it has been mentioned ‘The executive agency/DDO shall furnish physical and financial progress report indicating percentage of work completed before 5th of every month’, and the order is being signed by such officer who himself is not a DDG, what a cruel joke?
The CEO Rajouri told to Jammu Jottings that when she had come to know about the order in question and then she had immediately cancelled the order and the said work was initiated by the department. She clarified that only the officer who has the DDO powers can accord the sanction to release the fund or deal with financial matters and other officers who are not having DDO powers cannot issue any order in respect of financial issues.
