Jammu, August 25, 2025: In a brazen act of defiance that directly challenges the authority of both the Jammu Development Authority (JDA) and the judiciary, a powerful land mafia has committed contempt of court by constructing a new boundary wall overnight on prime JDA land in Paloura, blatantly violating a court-issued ‘status quo’ order. This audacious move, coming on a plot estimated to be worth between ₹3 to ₹5 crores, has forced the JDA to file a contempt petition and intensify its efforts to reclaim what it asserts is unequivocally its land. The incident has cast a harsh spotlight on the alleged nexus between land grabbers and potentially compromised officials, provoking a stern warning from JDA Vice Chairman Rupesh Kumar, IAS, that no one involved will be spared.
The latest escalation occurred on a significant parcel of JDA land in Paloura. Following a complaint, the JDA had previously visited the site, confirming its ownership. Subsequently, the land grabbers had managed to obtain a ‘status quo’ order from the court, effectively preventing any further activity on the land by either party. However, in a shocking display of contempt for the judicial directive, the land mafia allegedly utilized the cover of darkness last night to construct a new boundary wall.
This modus operandi, as highlighted by JDA officials, is a notorious tactic employed by land grabbers: they secure a ‘status quo’ order, which ostensibly prevents both parties from altering the property, and then swiftly carry out construction, paint the new structures, and make them appear old, attempting to mislead the court into believing the structures existed prior to the order. “Is the ‘status quo’ only for the department to follow, while land grabbers violate it with impunity?” questioned a senior JDA official, reflecting the frustration within the administration.

The ongoing ED raids at nine locations in Jammu and Udhampur concerning custodian land scams, with more raids expected soon against prominent land grabbers and revenue officials, further underscore the depth of this systemic challenge.
