Poonch Education Transfer Scam: Nepotism, Corruption & Communal Bias Laid Bare

The annual transfer drive of school teachers in Poonch has turned into a scandal that has ripped apart the credibility of the education system in Poonch district. What should have been a transparent and merit-based exercise has now become a symbol of corruption, nepotism, and communal prejudice.
Teachers who have been rendering service for over a decade in far-flung, hilly, and difficult postings allege that instead of being rotated to easier stations as per policy, they have been forced to continue at the same hardship locations. In contrast, the “blue-eyed” and “well-connected” teachers have been rewarded with comfortable postings through backdoor deals and political recommendations.
“This is nothing less than institutionalized corruption,” said one aggrieved teacher, requesting anonymity. “When the very department that teaches children about fairness and values indulges in such injustice, what lesson does it give to society?”
The anger against the Education Department is unprecedented. The teaching community of Poonch feels betrayed, openly accusing the Chief Education Officer of running a transfer market where postings are decided not by policy, but by nepotism, favoritism, and alleged cash-for-posting deals.
Former MLC and BJP leader Pardeep Sharma leveled serious charges, accusing the former CEO Poonch of deliberately targeting Hindu and Sikh teachers in the transfers. “This is not the administration, this is discrimination,” he said.
Adding to the outrage, DDC Surankote-B, Sohail Malik, demanded immediate intervention: “There are open allegations of corruption in the CEO office. An independent inquiry and a fresh committee must reframe this list. Otherwise, the very credibility of our education system is dead.”
A brief audit of 534 transfer entries in District Poonch further strengthens the allegations. The analysis shows that over 55% of movements (293 cases) were same-zone transfers, with Zone-2 alone recording 180 internal shifts, while cross-zone transfers (241 cases) were nearly balanced between upward and downward moves. This clustering within zones-especially Zone-2-indicates that while the zonation policy is visible on paper, its application is highly uneven, with some teachers displaced across distant zones while many others were conveniently retained within their own.
The scandal has also thrown up bizarre irregularities that mock the very concept of transparency. For example, under the ATD list, one teacher-Amarjeet Singh, PS Phagwari (Zone Mandi)-has been “transferred” to not one, but two different schools simultaneously: PS Dara Kopra (Serial No. 117) and GMS Jarinabna (Serial No. 463). Either the Education Department has discovered teleportation, or it expects one teacher to serve in parallel universes. Parents sarcastically quip: “Who needs Artificial Intelligence when we already have Bi-locational Teachers?”
Shockingly, several politicians from Pir Panjal, including local MLAs and DDC members, are being accused of shielding their “favourite” teachers by pressurizing the CEO office. Instead of standing with the thousands of aggrieved teachers who have served in tough terrains for years, these public representatives are allegedly lobbying to secure prime postings for their own loyalists. By protecting the corrupt practices of the Education Department, these political figures have further eroded trust in the system, leaving honest teachers demoralized and students betrayed.
In the midst of mounting public pressure, Javaid Ahmed Rana, Cabinet Minister, also weighed in on the controversy. Taking to social media, he tweeted: “Amid uproar over alleged irregularities in transfers of teachers in Poonch by CEO, I have requested Hon’ble Education Minister Sakina Itoo Ji to have the process reviewed. Also flagged alleged procedural lapses, unfair reshuffling and policy violations.” His intervention reflects that the scandal has escalated beyond a local administrative matter to a political storm that the government can no longer ignore.
The scandal has sparked a storm across Pir Panjal. Parents and civil society activists say that if teachers are humiliated and demoralized through corrupt practices, the future of students will be directly compromised. The controversy has not just exposed the rot in Poonch-it has shaken the faith of people in the fairness of the education system itself.
As the clamour for an independent probe grows, one question echoes across Pir Panjal: If education itself is corrupted by nepotism and communal bias, what hope remains for the next generation?
