Srinagar, Jul 13: In a landmark move to deliver long-awaited justice, the Lieutenant Governor of Jammu and Kashmir, Shri Manoj Sinha, today distributed appointment letters to the Next of Kin (NoKs) of terror victims in Baramulla.
The families of terror victims-long neglected and left to endure decades of grief-are finally finding their voices heard and their sacrifices honoured. The heart-wrenching accounts of innocent civilians, mercilessly slain by Pakistan-sponsored terrorists, are now being brought to the nation’s conscience.
Resolute in his commitment, the Lieutenant Governor reaffirmed that every family shattered by terror will receive rightful justice, employment, recognition and comprehensive support to rebuild their lives with dignity.
“Terror victim families, forsaken for years, bore the agony in silence while the world looked away. The truth of these innocent souls, who fell to Pakistan-backed terror, was systematically hidden. No one reached out to wipe their tears or to deliver them justice,” the Lieutenant Governor declared.
He issued a stern caution to so-called conflict profiteers who manipulated narratives to undermine the sovereignty of the nation. “For decades these conflict entrepreneurs dominated the discourse, intimidating victims while twisting reality to portray terrorists as martyrs and India as the oppressor. This distorted narrative stands demolished today. The real victims have unmasked the web of lies spun by Pakistan and its terror proxies,” he said firmly.
The Lieutenant Governor assured the people that an era where the families of dreaded terrorists usurped government jobs while innocent families languished in despair has come to an end. “We are identifying such infiltrators within the system and removing them. The genuine victims of terrorism will now be rehabilitated with honour and security. Elements still serving Pakistan’s terror agenda will be dealt with strictly under the law as we march towards a terror-free Jammu and Kashmir,” he asserted.

The administration has begun reaching out to the doorsteps of every family that has waited decades for justice. Structured plans for their rehabilitation, livelihoods and security are being implemented with urgency. Helplines have also been activated across districts to document grievances of terror victims. Hundreds of petitions, some dating back to the 1990s, are being registered-many revealing unreported crimes, encroachments and destruction of properties that were long overlooked. The Lieutenant Governor assured that no perpetrator will escape accountability.
Touching upon harrowing real-life tragedies, the Lieutenant Governor shared stories like that of Wali Mohammad Lone, whose son Bashir Lone was killed by terrorists in 1992 while returning from prayers in Fatehgarh, Baramulla. A year later, Wali Mohammad’s two other sons vanished after being kidnapped by terrorists; their bodies were never found. Similarly, Raja Begum from Kupwara waited over two decades for justice after terrorists, in 1999, murdered her husband, two sons and daughter for refusing them shelter.

He appealed to the people of Jammu and Kashmir, the media and every responsible citizen to unite in amplifying the truth about the real victims, so that the world knows their suffering and sacrifice.
