Hatches conspiracy to abet beneficiary in regularization

Jammu, Mar 02: Notwithstanding the fact that the ” Jammu Kashmir Civil Services ( Special Provision ) Act 2010 ” allows for the regularisation of the Contractual, Consolidated, Adhoc basis employees and excludes Academic Arrangements, the Principal Govt. ITI Budgam submits a false information in favour of his blue eyed Academic Arrangement employee by showing him as an Ad-hoc basis and a Drawing Instructor against Junior Instructor ( Electrician ) as mentioned in the Initial Appointment Order. As a natural consequence Vide Govt. Order No. 90 Edu ( Tech ) of 2018, dated 24-07-2018 the subject is regularised as Drawing Instructor in the department, on the basis of being an ad-hoc employee. Regarding such malpractice through fabrication by any DDO, the Act 2010 is also clear in section 12, for the follow up.
The news item regarding the issue was published on June 24, 2024 in the Jammu Jottings but yielded no response from the concerned authorities. So, it is published along with the documentary evidence as Annexure 1 and 2. Head of department is requested to act against the erring officer/beneficiary or feel free to give a rebuttel to the news item in the interest of the concerned and to avoid reputational damage.
