Jammu, Feb 06:

Why was Tesheen Ahmed, a teacher at Government Boys Middle School Samote, Zone Surankote, Poonch, deployed in the Administrative Department of the School Education Department? What prompted this unusual decision to appoint Tesheen Ahmed, a teacher, as a Private Assistant to the then Deputy Secretary, Mukhtar Ahmed? Who orchestrated this questionable move, placing Tesheen Ahmed, a teacher from a school in Surankote, in such a position within the Administrative Department? What is the connection between Mukhtar Ahmed, the then Deputy Secretary, and Tesheen Ahmed, a teacher from Government Boys Middle School Samote, Zone Surankote, Poonch? These are critical and pressing questions that have left the public perplexed. It is now the responsibility of the senior officials within the School Education Department to come forward and provide clear answers to these inquiries.

The deployment of Tesheen Ahmed, a teacher at Government Boys Middle School Samote, Zone Surankote, Poonch, to the Administrative Department has sparked a wave of questions and concerns, with many perceiving the move as completely unwarranted and dubious. The deployment, which has drawn considerable attention, is surrounded by suspicion, as Tesheen Ahmed, known for his role as a teacher, was not an expert in official administrative matters. Despite this, he was placed in an influential position, raising doubts about the motivations behind this decision.

Reports indicate that Tesheen Ahmed may be closely related to Mukhtar Ahmed, the Deputy Secretary JKAS. Allegations suggest that might be Mukhtar Ahmed may be played a role in arranging the deployment of Tesheen Ahmed as his Private Assistant, sparking further controversy. Given that Poonch is a remote district, many are questioning how a teacher from such an area could gain access to the high ranks of the Secretariat without the backing of influential figures—suggesting that Mukhtar Ahmed’s influence may have been a key factor in securing this position for his relative.

The deployment order itself is mired in ambiguity and raises serious doubts about the transparency of the process. The order, issued on 13th September 2021 under Government Order No. 1417-Edu of 2021, was approved by BK Singh, the Principal Secretary to the Government in the School Education Department, and signed by Mukhtar Ahmed, the Deputy Secretary to the Government in the same department. The order states: Sanction is hereby accorded to the deployment of Mr. Tesheen Ahmed, Teacher, Government Middle School, Samote, Zone Surankote, District Poonch to District Jammu, on humanitarian/medical grounds. The official shall retain his lien, seniority, and promotion prospects in his parent district cadre, District Poonch. Besides, the official shall continue to remain working in the Administrative Department until further orders.”

The justification given for this deployment includes both humanitarian and medical grounds, which are unrelated and distinctly different in nature. The use of a slash (/) between these terms further complicates the situation, as it suggests that either one or the other reason could have been valid for the deployment, yet both have been combined in the same order. It is puzzling how two such disparate grounds—each with a separate basis for consideration—could be cited together without clear rationale or explanation.

Such an approach not only raises doubts about the veracity of the claims but also suggests a lack of proper oversight in the decision-making process. Furthermore, the fact that the order was approved by senior officials in the School Education Department may be without proper scrutiny has added fuel to the fire of public skepticism. The conflicting nature of the reasons cited for the deployment has led many to question whether the decision was based on legitimate concerns or if it was part of a larger scheme influenced by personal connections.

The lack of transparency in the deployment order has sparked outrage among employees in the School Education Department and the public at large. Questions are being raised about the potential misuse of power and influence to secure positions within the administrative system. The deployment of Tesheen Ahmed, a teacher with no administrative experience, has become a symbol of the broader concerns surrounding appointments and transfers within the government sector, particularly when personal connections seem to play a role.

In light of these issues, there have been increasing calls for greater accountability and transparency in the allocation of positions within government departments. It is crucial that such decisions are made on the basis of merit and need, rather than personal relationships or undue influence. As the controversy continues to unfold, the public eagerly awaits clarification from the School Education Department and senior government officials regarding the true motivations behind this deployment and whether it was in the best interest of the department and the people it serves.

This case serves as a reminder of the need for vigilance and scrutiny when it comes to appointments in government offices, particularly in positions that have the potential to impact the integrity of the administrative system. As further details emerge, the calls for answers and explanations grow louder.
