ITI Instructor attached to Directorate for 18 years.
Divergent record hints at job fraud by influence.

It is not a complaint – vague, void of merit or biased. It is not a news – to be highlighted for sensationalism. Actually, it is an antidote to minimize the virulence of the toxins of corruption spread in the system. It is based on the data existing in the official paper, available with seals, signatures and official endorsements of the govt. offices. It is related to time, so cannot be discarded as fait accompli and as superfluous when notably established rules, regulations have been ignored to the level of humdrum.
Rayees Ahmed Fazili, ITI Vocational Instructor, (COPA) is presently I/C Establishment at Directorate of Skill Development, JK UT, Jammu, under an order. He worked as Migrant Substitute (Jr. Instructor, Painting General) at ITI Bandipora, since 23-11-1992 and was regularised along with other Migrant Substitutes on 11-04-2007, vide Govt. Order No.68 – Edu (Tech) of 2007. Before his regularisation, vide order No. 825 of 2006, dated 15-10-2006 he was temporarily attached to Administrative Department, (Technical Education) for a period of six months and the post then held by him (Migrant Substitute) was attached to the Directorate for drawl of his salary. On 27-11-2007 (after one year, not six months) vide Directorate Order No 991 of 2007 he was retained, with administrative department in response to DO No: PS/MOS/FST/Agri/Horti/THE/2880/07, dated 26-11-2007 from the Minister of State for Higher and Technical Education Department, J&K, Jammu, and the post occupied by him (Migrant Substitute) was to be operated by the Directorate during the period of his attachment. He is attached with the Directorate since, ignoring even Circular No. 32 GAD of 2016, dated 25-07-2016.
What rivets the attention of this order number 991 of 2007 is that Rayees Ahmed Fazili is designated as Junior Instructor (COPA) here, instead of General Painting held as Migrant Substitute. How this change of cadre occurred? The required qualification for this post is NTC in COPA of one year duration in ITI as a regular candidate. Date of regularization and date of change of designation provides a gap of 8 months only, so when did he complete the course? At the time of his initial appointment he was pass in Painting Trade only. (Reference: Staff Statements Quoted Below). The information regarding the date of attending one year COPA course is 2003-2004 at ITI Srinagar, when the incumbent was working as migrant substitute at ITI Bandipora and was not a permanent employee. It raises a question here: under what norms was incumbent deputed by the department for the said course? Order No. 68- Edu (Tech) of 2007 dated 11-04-2007 reads that “the migrant substitutes are not entitled to HRA/CCA/MA and if any paid to the officials should be recovered”. Then how the department deputed him for further studies, being a temporary employee, on the cost from state exchequer? Why this undue benefit was extended to the incumbent by the department? If it is established, as denoted, when looked into, the same may be declared void ab initio after following the relevant rules.
