Jammu, Mar 02: Taking cognizance of financial irregularities and violation of SBM guidelines under IHHL component in three municipal committees of Kashmir viz MC Kulgam, MC Pahalgam and MC Aishmuqam, Dheeraj Gupta, Principal Secretary to Government appoints Bashir Ahmad Bhat, IRS, VC J&K Lake conservation and Management Authority,
As per the order issued by Dheeraj Gupta, Principal Secretary to Government, Bashir Ahmad Bhat, IRS, VC J&K Lake conservation and Management Authority has been appointed as inquiry officer and was directed to submit report within one month but still the reports awaited.
“Further, it is ordered that Mr. Rafeeq Ahmad, JKAS, Deputy Director (Adm). Directorate of Urban Local Bodies, Kashmir is appointed as Presenting Officer in the case and the Inquiry Officer shall submit the report within a period of one month, from the date of issuance of the order,” the order states.
Ii is pertinent to mention that the said issue was raised by people as the NGOs pressed for work has wreaked the fraud and deprived off the deserving people from the benefit enshrined in the said scheme. The NGO had siphoned off the money of the poor people and played with the poor people, besides allegedly, some of government employees involved in this fraud.
The most intriguing part of the story is that government had approved only nineteen NGOs in J&K for the construction of latrines to household but the NGO namely AMCONS APL not approved by the government. The said NGO was allotted work and it has made financial irregularities.
The Inquiry Officer Bashir Ahmad Bhat told telephonically that within days he would furnish the inquiry report as he was visiting personally on the spot to check the misdeeds. He further said that he had noticed discrepancies and would prepare a factual report. He added that no one would be spared if found involved in this scam.
