Verifying Officer of ACB Rajouri ignored track record of complainant Sominder Singh to proceed further
*The DLM JDA has written a letter vide No JDA/DLM/HQA/1473-74 dated 27-11-2019 to SSP Crime Jammu to register an FIR against them and now sitting DLM JDA Vivek Modi is duty bound to follow the case as it has been already delayed much on his part.
*The VC JDA in his letter No JDA/LS/000292/323-26 dated 03-11-2022 declared them as ‘habitual offender’ and it is big thing in the circle of administration.
*Two FIRs have been registered in PS Bahu against these people that too for forging and tempering the record to encroach the land.

What type of verification was made by the designated Verifying Officer of ACB Rajouri in case of complainant Sominder Singh @ Sourav who is being declared ‘habitual offender’ by the Vice Chairman, Jammu Development Authority in his official letter addressed to Senior Superintendent of Police Jammu vide No JDA/LS/000292/323-26 dated 03-11-2022? Why Verifying Officer of ACB Rajouri has ignored the track record of the complainant Sominder Singh @ Sourav as he found time and again tempering/forging the document as it has been remarked by the Vice Chairman, Jammu Development Authority in his official letter addressed to Senior Superintendent of Police Jammu vide No JDA/LS/000292/323-26 dated 03-11-2022? Why not the credentials of complainants Sominder Singh @ Sourav being properly verified including his profession by the Verifying Officer of ACB Rajouri to ascertain the authenticity of complaints? These are the most mandatory questions supposed to be considered by the Verifying Officer of ACB Rajouri and people want the reply of these questions.
The complainant Sominder Singh @ Sourav son of Late Sh Darshan Singh is involved in forgery cases and ion this concern two FIRs stand registered in Police Station Bahu Fort including FIR No 276 dated 26-10-2019. This FIR was lodged by the Additional District Magistrate Jammu and the sections invoked against the Sominder Singh @ Sourav 420, 467, 468 and 471. The matter was very serious in nature as the accused produced a fake order being issued by the then DC Jammu directing Tehsildar Bahu for attestation of mutation of JDA land measuring 26 kanals and 11 marlas. Whereas, the accused without getting any response from office of DC Jammu, approached the Tehsildar Bahu with an order claiming to be issued by the DC Jammu, directing the Tehsildar Bahu for attestation of mutation in the favour of accused. The then Tehsildar Bahu upon seeing such an unusual letter got suspicious and contacted the office of DC Jammu to verify the authenticity of the order by verifying the order number and date appended in the order presented by Sominder Singh @ Sourav Singh. During that period, it was realized by the office of DC Jammu that was a fake order meant to encroach the state land unlawful manner,
The then Additional Deputy Commissioner Jammu took the serious note of this forgery and wrote a letter vide No ADC/ADM/PS/19/-20/1309 dated 25-10-2019 to SSP Jammu to lodge an FIR against Sourabh Singh son of Lt Darshan Singh resident of Narhi, RS Pura, Jammu. Consequently the SSP Jammu referred the letter to Police Station Bahu Fort for registration of FIR. The then SHO registered the FIR against him on 26-10-2019 and FIR No 276.
The Director Land Management JDA has written to SSP Crime Jammu for registration of FIR against Kuldeep Kour wife of Lt Darshan Singh and her two sons Amandeep Singh and Surinder Singh vide his letter No JDA/DLM/HQA/1473-74 dated 27-11-2019. The complaint is lying in the office of SSP Crime Jammu.
The letter of VC JDA (No JDA/LS/000292/323-26 dated 03-11-2022 referred to SSP Jammu read as ‘Smt Kuldeep Kour Wd/o Late Sh Darshan Singh, Sh Aman Deep Singh S/o Sh Darshan Singh, Sh Saminder Singh S/o Late Sh darshan Singh all residents of village Narhi, P.O. Jassore, Tehsil RS Pura, Jammu are habitual offender, who are time and again tempering/forging the documents and presenting the same before the Hon’ble Court for getting interim relief over the land transferred to Jammu Development Authority upon which Jammu Development Authority have constructed an Office Complex as well as allotted 49 number of shop sites.’ The VC JDA counted many frauds committed by them with JDA in his four pages letter to SSP Jammu to seek help.
It is pertinent to mention that they have produced a document issued by AC Nazool Jammu vide letter No Nazool/07-08/2467-68 dated 14-09-2007 to JDA that the land has been entered under Roshni Act on the name of Darshan Singh son of Ajit Singh, The VC JDA got suspicious and wrote to DC Jammu for verification and the DC Jammu forwarded to AC Nazool to verify the same. The AC Nazool in his letter No ACN/2017-18/103-4 dated 27-01-2018 exposed the fraud. In his letter he said that the letter under despatch Nazool/07-08/2467-68 dated 14-09-2007 was issued in the favour of Raman Kumar s/o Rajpal to deposit an amount of Rs 454970 under Roshni Act. He made specific remark in his reply letter as, ‘It appears that letter No Nazool/o7-08/2467-68 dated 14-09-2007 in the name of Darshan Singh s/o Ajit Singh was not issued by this office. The letter No Nazool/07-08/2467-68 dated 14-09-2007 seems to be fake and fabricated.’
