He is expert in doing fraud mutation!
- The Divisional Commissioner Jammu Ramesh Kumar IAS assured that no one will be spared if found involved in wrong mutation.
- The JDA has already applied to the office of DC Jammu for cancellation of said wrong mutation and it will be cancelled very soon.
- The wrong mutation was entered on 01-10-2020 by the then Girdawar Gulam Rasool and on 21-04-2022 it is verified and confirmed.

Jammu, Nov 22: How can a Girdawar Gulam Rasool illegally mutate the JDA land to a private person at Paloura village falling under Tehsil Jammu North? What was the intention of Girdawar Gulam Rasool to mutate the JDA land illegally in the favour of hardcore land robber? How can Girdawar Gulam Rasool dare to play with law of land that too under the President’s Rule and governed by Lt Governor Manoj Sinha a honest administrator? How can Girdawar Gulam Rasool under estimate the honest administration of Lt Governor Manoj Sinha? Is Girdawar Gulam Rasool above then the law of land and head of state? These are some typical questions irritating in the mind of people and the administration must come with specific replies to these questions so that people may get satisfied.
The land in question comprising of 8 kanals and falls under the Khasra No 985 in village Paloura of Tehsil Jammu North but Girdawar Gulam Rasool had laid his hands on the said land. The Girdawar Gulam Rasool has not done this illegal act for the charity or as a part of social work but he must have fetched his interest from the land grabbers. In other words, one can say that land grabber has greased the palms of Girdawar Gulam Rasool for getting illegal favour.
It is intriguing part of the story that Girdawar Gulam Rasool has managed everything and he convinced the then Naib Tehsildar to countersign the mutation. Here I am very clear that alone Girdawar Gulam Rasool cannot do this but he is so shrewd that he has managed everything and earned the consent of the then Naib Tehsildar.
It is pertinent to mention that at that time the then Girdawar Gulam Rasool himself has entered the mutation in the revenue record but often the concern Patwari has to enter the mutation and Girdawar has to verify it and Naib Tehsildar or tehsildar has to confirm it. The Girdawar Gulam Rasool has entered the mutation on 01-10-2020 and it has been conformed in 21-04-2022 by the Naib tehsildar without verifying the genuineness of the land.
In this case, the Girdawar Gulam Rasool involved everyone so that he may get the shelter in case any action being wreaked against this crime.
The JDA has already approached to the office of Deputy Commissioner Jammu to cancel the said illegal mutation and the case is still lying in her office. It is pertinent to mention that the sitting Deputy Commissioner Jammu Avny Lavasa IAS will not spare and surely cancel the mutation if it found illegal.
The Divisional Commissioner Jammu Ramesh Kumar IAS said that no one will be spared if found guilty. He said that strict action will be initiated against all those found involved in the scam.
