Due to delay in transfers, lower level officials of Health Department are upset
They must be transferred!
- Administrative Secretary, Health & Medical Education Department, Mr Bhupinder Kumar IAS must take action in this concern so that lower level officials of his department get solace.

Jammu, Sept 07: Why is the administrative department of Health & Medical Education Department, Jammu & Kashmir so reluctant that has blocked the transfer of lower level staff including FMPHW, JSN, Lab Technicians, Dental Technicians and others who have completed their legalized stay on their respective stations? Why the administrative department of Health & Medical Education Department, Jammu & Kashmir left the lower staff to face mental agony and upset them? Why the administrative department of Health & Medical Education Department, Jammu & Kashmir could not see the genuine problems of staff of lower level of its own department who are working in far-flung areas of the Jammu & Kashmir? These are some serious concerns which should be minutely viewed by the administrative department of Health & Medical Education Department, Jammu & Kashmir so that staff of lower level may not suffer due to callousness of the department.
The transfer of an employee is mandatory process of the government but officers of the higher rank can manage their transfers at any time but the lower level officials have to suffer as the administrative department of Health & Medical Education Department, Jammu & Kashmir hardly bothers about them. Some of them have not completed their genuine stay but they are going to complete the second term of the stay on the place of postings. The transfers of the lower level staff including FMPHW, JSN, Lab Technician, Dental Technician and others were expected in April but it has been delayed and till then the process of delaying is going on.
The reports said that transfers of lower level officials are being stopped by the administrative department of Health & Medical Education Department, Jammu & Kashmir, which avoids the transparency in the department. The GAD department has several times issued the orders to maintain transparency in transfers so that employees may not feel injustice with them.
Particularly, in the Health department, the lower staffs has to work in such stations which are devoid of transport facility and they have to suffer a lot but they are having a hope that after completing the legal stay period they would be transferred but their hopes and genuine rights have been dashed. The department has made transfers of doctors as doctors are approachable but the lower ranked staff including FMPHW, JSN, Lab Technician, Dental Technician and others are approach less persons so their transfers have been halted by the administrative department of Health & Medical Education Department, Jammu & Kashmir.
I tried to contact the Administrative Secretary, Health & Medical Education Department, Mr Bhupinder Kumar IAS to get his comments over the issue but my attempt went vain as he has not attended my call may be he remained busy in official work. Now, Administrative Secretary, Health & Medical Education Department, Mr Bhupinder Kumar IAS must come forward and allow the genuine transfers of the lower level officials immediately so that they may feel some sort of solace.
