Department of Skill Development runs on attachment and casual basis, needs surgical strike

Lot of deadwood employees are in DSD!

• LG must prepare a list of deadwood employees of Department of Skill Development who are not working on their actual posts but opted for attachment process.

Jammu, May 25: Why is the Department of Skill Development working on casual basis and depend on attachment? Who will teach the students if lecturers, demonstrators and instructors have been attached to office of Directorate of Department of Skill Development? Why are teaching staff including lecturers, demonstrators and instructors interested to work in the office of Directorate of Department of Skill Development like a clerk? Are these lecturers, demonstrators and instructors incapable to teach the students so they running away from teaching? Why not the Commissioner and Director of Department of Skill Development understand this and they deliberately playing with the future of students? These are some serious concerns related to the future of the students who have joined the institutions in the hope that they would be made skilled persons and would work for their future.
In the Department of Skill Development, the attachments are not new but the attachments have been termed as credit for the inefficient employees mostly of teaching lines. If any lecturer or demonstrator or instructor wants to be attached with other then teaching institution or office then it is clear that he is very incompetent and he/she must be thrown out from the department.
Here I would reveal the names of employees who are directly related with teaching profession but attached in other offices where they are working like a clerk, besides playing with the future of the students and also deceiving the department by not discharging the duties for which they are being paid.
Lecturer Jatinder Kesar who has been posted at Boys Polytechnic Jammu has managed his attachment with office of Directorate of Department of Skill Development to run away from his actual job for which he is being paid and was appointed. The another lecturer is Shakeel A Dar who is posted at Polytechnic Anatnag but he also managed his attachment with office of Directorate of Department of Skill Development. He too shy to teach students and now he is being working as clerk in the office of Directorate of Department of Skill Development. The another lecturer is Harminder Pal has been posted at Polytechnic Budgam but he is too very shrewd and do not want to teach the students reasons better know to him. He has managed his attachment with State Board of Technical Education to avoid teaching. Lecturer Sana is not lagging behind to these lecturers she also managed her attachment with State Board of Technical Education. These lecturers are actually liabilities on the department and now the Lt Governor must include their names in the list of deadwood employees and show them door from the department, besides appoint new lecturer for teaching purpose.
Not only lecturer but one Demonstrator Rayees Ahmed also managed his attachment to avoid teaching to the students. He has been appointed in Polytechinc Pulwama to teach the students but he has managed his attachment with office of Directorate of Department of Skill Development.
The Instructors who are also meant for teaching purpose have also managed their attachment to run away from their actual job. Instructor Rajni who has been appointed in ITI Samba has managed her attachment with the office of Directorate of Department of Skill Development to avoid her actual job. Instructor Pooran Chand of ITI Jammu has managed his attachment with office of Directorate of Department of Skill Development. Another Instructor Madan of ITI Jammu has managed his attachment with the office of Directorate of Department of Skill Development only to avoid teaching. Instructor Sangeeta Puri of ITI Nowshera has manged her attachment with JD Jammu to avoid teaching, which is her actual job. Instructor Surakah Manhas of ITI Mendhar has also managed her attachment ITI Jammu. The most intriguing part of the story is that the Instructors of ITI Jammu have been attached with office of Directorate of Department of Skill Development and Surakha Manhas instructor of ITI Mendhar has been attached to ITI Jammu, what a ridiculous on the part of administration. Instructor Nirmal Devi of ITI Rajouri has been attached with ITI Jammu.
One Librarian Suresh Sharma of ITI Kalakote has been attached with secretariat and Superintendent Vivek Sagar of Women Polytechnic Jammu has been attached with office of Directorate of Department of Skill Development to avoid his real work.
The General Administrative Department must intervene in the Department of Skill Development to rectify the department and also put these employees in the list of deadwood to save the said department.
