Will he learn to respect law?
- SDM Jammu North Pawan Kotwal having a habit to disgrace the RTI Act of Indian Constitution as he never provide information in stipulated time period.
- It is beyond our understanding that why SDM Jammu North has no respect for the law of land even the President Rule.
- The RTI was regarding the payments made to affected families whose land has been acquired in construction of Jammu-Akhnoor four line road as wrong payments have been made in bulk.

Jammu, Feb 03: Why is the Sub Divisional Magistrate Jammu North habitual of disobeying his senior officers that too from the office of Deputy Commissioner Jammu? Why is the Sub Divisional Magistrate Jammu North habitual of disgracing the RTI Act of Indian constitution, deliberately? Why is the Sub Divisional Magistrate Jammu North keeping himself above the office of Deputy Commissioner Jammu? Why is the Sub Divisional Magistrate Jammu North thinking himself as king of Jammu and hardly care for the law of land? These are some surprising questions but these are also realities about the Sub Divisional Magistrate Jammu North Pawan Kotwal and now it is upto the state administration how to deal with such officers.
An applicant has filed an RTI application duly attached with a postal order of Rs 10 under RTI Act to get the information about the compensation, land acquisition, kind of land, numbers of affected families and other related information, but the Sub Divisional Magistrate Jammu North who is also PIO not replied to the applicant. The RTI application was received by his office on 08-12-2021 vide Receipt No 1025. The RTI application has completed all legal formalities and was annexed with Rs 10 postal order. He even not replied till date 03-02-2022 despite lapse 58 days.
The SDM Jammu North has a track record not to respect the Indian constitution at any cost despite he is drawing handsome salary under the Indian constitution. He is the only officer of Jammu & Kashmir Union Territory, who never respects the law and directions of his seniors. He is having the agenda to defy the seniors’ orders and law of land.
The applicant after the lapse 0f 34 days on 11-01-2022 he filed an appeal to the First Appellate Authority Office of Deputy Commissioner Jammu and he issued a notice vide its office No ADDC/FAA/RTI/2021-22/772-73 dated 27-01-2022, to both the parties to attend the court of First Appellate Authority, Additional District Development Commissioner Jammu Ramesh Chander JKAS on 03-02-2022 at 12.00 pm. The applicant having the great respect for the Court of court of First Appellate Authority, Additional District Development Commissioner Jammu and reached in time to attend court of First Appellate Authority, Additional District Development Commissioner Jammu but the government officers SDM Jammu North Pawan Kotwal deliberately defied the court’s notice.
Now, the issue is in the court of First Appellate Authority, Additional District Development Commissioner Jammu and let we hope that God prevails good sense on the SDM Jammu North and he may learn to respect the law and his senior officers and may attend the court of First Appellate Authority, Additional District Development Commissioner Jammu on 10-02-2022 next hearing date.
