An illegal & fraudulent school in Jammu!
- Once, Director School Education Jammu issued a notice vide office No DSEJ/Pvt./14741-43 dated 19-04-2021, the action warranted under section 16 of J&K School Education shall be initiated within 15 days, which inter-alia includes de-recognition but later on Director surrendered to corrupt persons.
- The JDA cancelled the allotment of land to Nirmal Sachhar daughter of Behari Lal vide its letter No CTP/JDA/BPC/768-72 dated 18-12-2010 and says it is entirely illegal as no land for building.
- The couple, the then played a very illegal game with the law of land, when the applicant Nirmal Sachar applied to JDA for allotment of land then she was married but she had hidden her married status and used her unmarried PRC, which is itself a great fraud and a case of 420 can be registered against the applicant.
- The building permission accorded to ACM Public School vide No 840/BS/10 dated 15-09-2010 has been kept in abeyance vide JMC office No 727/BS/10 dated 29-12-2010, on the ground that JDA refused to issue NOC vide its letter No CTP/JDA/BPC/768-72 dated 18-12-2010 mentioning the reason that land allotted in the favour of Nirmal Sachar is illegal.
- The then inspecting officer Principal Higher Secondary School Domana has deliberately ignored the importance of office of CEO Jammu and directly wrote to DSEJ vide his office No HSSD/J/333 dated 11-02-2014 and the then Director was kind enough, granted recognition vide order No DSEJ/R/Pvt/02 of 2014 dated 14-02-2014, within three days of submission of inspection report.
- The Chairman in a reply to RTI has lied openly and said that land was allotted to Nirmal Babbar, whereas it was allotted to Nirmal Sachar which was later cancelled by JDA itself.
- Either CEO Jammu is very innocent or he is very shrewd & big conspirator as he is tried to save the fraudulent school by misusing his official position.

Jammu, Apr 29: Why has not the Chief Education Officer Jammu enquired about building permission of the ACM Public School, Janipur? Why has not the Chief Education Officer Jammu studied the entire case of fraudulent & illegal ACM Public School Janipur? Why has not the Chief Education Officer Jammu studied the letter of his own office CEOJ/Pvt/31150-51 dated 23-01-2021 in which it is stated that ZEO Jammu has submitted an inspection report vide its letter No 1955 dated 18-08-2020 and mentioned that no requisite documents and NOCs were got”? Why has not the Chief Education Officer Jammu studied the letter of his own office CEOJ/Pvt/35612-14 dated 02-03-2021 in which it is clearly stated ‘Besides it has also been observed that the school building constructed on a piece of land whose allotment has been reportedly cancelled by the JDA”? Why has not the Chief Education Officer Jammu studied the letter of Director School Education Jammu, vide letter No DSEJ/Pvt/14741-43 dated 19-04-2021 written to Principal ACM Public School and a copy was sent to his office? These are very uncomfortable but relevant questions especially for CEO Jammu to come out and reply these questions so that the doubt would be cleared as he is under the clods of doubts directly.
The report of the office of Chief Education Officer Jammu letter No CEOJ/Pvt/35563 dated 20-12-2021 and signed by other two other education officers including Principal DIET Jammu and Assistant Director Planning CEO Office Jammu submitted to Director School Education Jammu and it seems that trio openly advocated the frauds and deceits of ACM Public School that too knowingly as all the relevant documents are lying with the office of CEO Jammu as it has been mentioned in the previous correspondences with DSEJ in this concern especially letter No CEOJ/Pvt/35612-14 dated 02-03-2021 speaks clearly.
The ACM Public School Janipur, district Jammu is an institute based on deceit and flaws besides entirely illegal and at every step it is decorated by big frauds. Once the Director School Education Jammu has come tough on the frauds and issued a notice of 15 days to submit all relevant documents required to run a school including land allotment by JDA but later he too succumbed to the influence of corrupt owner of the school, who is very rich and good in bribing.
The allotment of land is legal and it is a big fraud on the part of management, the building permission is another fraud, which was canceled and since March 2017, there is no permission or recognition to run the school, the land was once allotted (before cancellation) was allotted to Nirmal Sachar daughter of Behari Lal but the chairman of ACM Public School said in his statement that the land was allotted to Mrs Nirmal Babbar, which is another big fraud. Once land was allotted to Nirmal Sachar and not to Nirmal Babbar but it was cancelled by JDA vide its letter No CTP/JDA/BPC/768-72 dated 18-12-2021, terming it illegal but they are players of frauds.
The list of frauds wreaked in erecting ACM Public School Janipur is ever biggest and the master-mind behind this is a person outside from the state. The question is this how he managed all these frauds and piled them to get the permission from the Director School Education Jammu, whereas the then officers of DSEJ are equally responsible for indirectly supporting the frauds by ignoring.
There is another fraud, which has been done by the school management and the then officials of DSEJ that they have accepted the inspection report directly to their office without the remarks and recommendation of Chief Education Officer, Jammu. In this illegal act, it seems so that the then Principal Higher Secondary School Domana was also involved because after inspecting the institution he recommended the case directly to Director School Education Jammu vide his letter No HSSD/J/333 dated 11-02-2014 which is itself a mockery and it clearly indicates that the then Principal has mocked at the system, which has specific laws.
On the part of the then officials of DSEJ, they too have knowingly supported the fraud as they have not raised the objection about the recommendation of CEO Jammu as it is the officer who can grant recognition upto 5th class. The role of the then Director School Education Jammu and others should be investigated to ascertain the facts.
