Is Governor Grievances cell purposeful?

Jammu, Dec 23: Why the district administration is not caring the directions from the Governor Grievances Cell? Why the district administration is not taking seriously the directions from the Lt Governor’s office? Why the district administration is not complying with the orders of Lt Governor’s office? Why the district administration is not telling truth to the office of Lt Governor? Why officers of district administration are not giving due respect to the office of Lt Governor by rejecting the directions from LG office through Governor Grievances Cell? These are some hard but relevant questions for the entire administration and it is also related to the office of Lt Governor and LG also have to take this seriously as how his directions are being treated.

On 31-07-2021 applicant has submitted the grievances for redressal of the grievances and the said grievances were taken up immediately and then on 04-08-2021 the said grievances were sent to district administration for its immediate redressal and on the same date the district administration has sent to Sub Divisional Magistrate Jammu North for its disposal by addressing it. On 06-08-2021 the Sub Divisional Magistrate Jammu North replied with a reply “An enquiry report had already been submitted to higher authorities.’ But on 04-09-2021 the applicant has expressed its reservation over the remarks of SDM Jammu North and he again submitted as ‘The enquiry report submitted to Higher Authorities is an attempt of some officials to save Patwari Pranav Dev Singh as no annexure of judgement mentioned in report was attached and also as they have mentioned that he issued fard because same land was transferred under SRO 263 which is also wrong information as those khasra no whose fares were issued were not mentioned in Sro 263. Further report says he issued fard with permission of revenue department but Deputy Commissioner Jammu refuses same. Need a fair judicial enquiry of Prnav Dev Singh in the matter also evaluate his wealth, assets and all from where he gathered such huge amount.’ On 05-09-2021 the Jammu administration has sent to ADC Jammu (Law & Order) with the remarks ‘Submitted for necessary action pls.’ After 21 days, on 26-09-2021 the ADC Jammu (Law & Order) remarked as ‘The complaint of the official was received in this office and matter is under enquiry. In the event of being found guilty, necessary action as warranted under law shall be initiated against the said official.’

But on 07-10-2021 the applicant again expressed his dissatisfaction as ‘Sir, Inquiry against the accused is pending since 19/6/2021 in Divisional Commissioner Office, Jammu but no serious action was taken till now. Further i want to submit that some officials of revenue department including SDM North is misleading the department and higher ups in the matter to save the accused. The following few points must be considered during inquiry regarding which SDM North is misguiding higher ups:- 1. As per reply sumitted by SDM NORTH on 27/7/2021 to The Addl Deputy Commisioner Jammu (District Vigilance Officer) there was nothing wrong in issuing farad Intkhabs of Gair Mumkin Jhads as the village Bhalwal is notified in Master Plan -2021 vide SRO 263 dated 09-08-2004 thus said village was excluded from the preview of Big Land Abolition Act, Svt 2007. 2. The reply submitted by SDM North is completely misleading as the Farads Issued of Jhad land are of Khewat No 8, Khata No 707, Khasra Nos 5735 situated at village Bhalwal Kanger. It is important to mention that the Khasra No 5735 no where falls under Master Plan-2021 and was never transferred under SRO 263 as said by SDM North. There are other Khasra Nos which were transferred in Village Bhalwal but the number 5735 for which complaint is made was never listed in Master Plan 2021 vide Sro 263. Thus Big Land Abolition Act was applicable on this number of which illegal farads were issued by Patwari Pranav Dev Singh. 3. Further as per law farad of more than 4 kanals cannot be issued in non agricultural land than how he issued farad of 10 Kanals if land qism Gair Mumkin Jhad. 4. As per Deputy Commissioner Jammu during detailed discussion in the matter he too told that issuing Farads of Gair Mumkin Jhad is illegal and violation of J&K Big Land Abolition Act. Please consider the following points in the inquiry of matter and should conduct fair inquiry to punish guilty.’

On 28-10-2021 the ADC (L&O) Jammu said ‘Enquiry into the matter is at the final stages and in the event of being found guilty, matter shall be submitted to competent authority for necessary action against the said official as warranted under law.’ But on 11-11-2021 the applicant again remained unsatisfied and remarked as ‘On 28-10-2021 the ADC (L&O) said Enquiry into the matter is at the final stages and in the event of being found guilty, matter shall be submitted to competent authority for necessary action against the said official as warranted under law. but it is very strange part that on 10 11 2021 the same officer ADC (L&O) vide his office letter No DCJ Comp Griev/2021 22 636 dated 10 11 2021 writing a letter to SDM Jammu North to enquire into the matter. The letter is as Subject Compliant against Patwari Parnav Dev Singh presently posted at Niabat Sidhra for deliberately causing sheer misuse of official position issuing Farad Intikhab of land Gair Mumkin Jarh during the year 2018 while his posting in Revenue village Kanger Tehsil Bhalwal under the jurisdiction of Jammu North Grievance ID 999002258508. Why the ADC L&O Jammu is trying to buy the time and lingering on the inquiry instead of taking action on the corrupt Patwari. The ADC L&O Jammu is trying to damage the credibility of inquiry and even the prestige of LG office.’ Whereas on 12-11-2021 the Jammu Admin remarked as ‘Submitted for necessary action as per the observation made by the Applicant’

But after 12-11-2021 there is no action or movement in the issue, it seems that the Governor Grievances Cell has not proper utility but it is only for hoodwinking the people as from this it has come to surface.
