- Several instructors are like parasites, who are consuming the money from the Skill Development without giving any output, such persons must be immediately kicked out.
- Mr Lt Governor, please send your roving eyes to check the menace prevailing in the Skill Development Department otherwise the slogan of ‘Atam Nirbhar’ (Self reliant) would be a hollow slogan.
- The Principal Secretary to the Government, Skill Development Department must open his eyes and put the things on right track otherwise it would be very late.

Jammu, Nov 14: What is going on in the Department of Skill Development Jammu & Kashmir? Why the Department of Skill Development Jammu & Kashmir is facing mismanagement and disorder? Who is behind for creating such type of mismanagement in the Department of Skill Development Jammu & Kashmir? Why the administrators sitting in big offices and withdrawing huge salaries per month and enjoying car cavalcade and bungalow for residence on the expenses of state exchequer failed to check the mess in the Department of Skill Development Jammu & Kashmir? These are the tough and uncomfortable questions agitating in the mind of public and the authorities of the Department of Skill Development Jammu & Kashmir must come with answers.
The Department of Skill Development has to play the primer role in society and in the development of the state, besides providing job-skilled to the youth. This is one of the most important department of Jammu & Kashmir but the apathy of high officials who are controlling the department failed to streamline it, which pushed the department into a mess and not only this they have played with the life of those youth who got admission in the institutes of Skill Development Department.
Skill Development Department requires immediate revamping in terms of manpower if desired goals are to be achieved at all. Mismanagement of manpower has been in vogue since decades due to political affiliations of the employees or being influential with the bureaucrats. A cursory glance at the situation reveals that state exchequer is being milked in a very cunning way and the trainees are being deceived in a crafty way. Below are certain examples quoted to establish how the vocational Instructors who act as jugular vein of the training programme are away from their fixed work for which they are officially paid. There is clear disproportion between their salary paid and work done. If their performance of last ten years only is compared to their work the conclusion will be disappointment and frustration. Several instructors and other officials are sitting idle and consuming several crores rupees of state exchequer without any output and on other hand scores of institutes are facing shortage of instructors and other officials, whereas the students are suffering badly.
In ITI Seerhamdan, the electrician Instructor Nazir Ahmad Tantray has been kept idle whereas in ITI Bandipura the said trade is run by a person engaged on academic arrangement. In 2018 the official was transferred to ITI Budgam but has been retained for some unknown reasons. The instructor from ITI Bandipura has been transferred to ITI Budgam and ITI Bandipura was left without instructor and Superintendent ITI Bandipura has been asked to make arrangement of guest faculty to run the trade. The official is consuming salary by sitting idle in ITI Seerhamdan from the last 08 years.
Let we talk about ITI Tral the plumber Instructor Nazir Ahmad Mir has been kept idle since appointed by SSRB because there is no plumber trade functional in this institute whereas the said trade in ITI seer hamdan is run by academic arrangement employee. In ITI Shopian the House keeping Instructor namely Sajad Ibrahim is sitting idle since being appointed by SSRB in 2014 whereas the said trade in ITI Kangan is run by academic staff. In ITI Bandipura the House keeping Instructor is idle and the said trade in ITI Lalpora is run by academic arrangement. In ITI Bandipora the COPA trade is run by academic arrangement employee whereas the instructor of the said trade Mr Rayees Kumar Fazili has been placed in the establishment section of the Directorate since 2008, where he is useless. The official was initially engaged on migrant vacancy in painting trade. The said trade was declared defunct by the Department and the official on Government expenses with full pay was retrained in COPA trade. The official completed the said training in 2007 and has been never assigned the job of teaching trainees for which the Government spent lakhs to train him. Ms Rabia Rasool, the stenography Instructor has un-necessarily been placed in the Directorate against the post of PA and the stenography trade in Budgam is run by academic arrangement. Besides, placement of Ms Rabia against PA has blocked the promotional avenues of deserving official as per recruitment rules. The stenography instructor is in the Directorate since 2003.
Whereas, in ITI Srinagar the tractor Operator Jan Mohammad Shah is idle since 2014 where as there is the requirement of tractor operator in ITI Anantbnag. In ITI Srinagar there are four Electronic Mechanic Instructors including Ab Ahad, Ruksana Ahad, Javed Iqbal and Bilal Ahmad Misgatr against the requirement of one, whereas the said trade in Charisharief, Kangan and ITI Pampore, Roohama is run by academic arrangement. The three electronic mechanic instructors are drawing idle wages from the last 09 years and are burden on the state exchequer. In ITI Sopore the Fitter Instructor namely Mohammad Shaban has been kept idle since 2019 whereas the said trade in ITI Baramula is run by Turner Instructor namely Manider Singh. In ITI Anantnag the turner trade is run by academic arrangement. In ITI Srinagar the turner trade is non-functional and the instructor of the said trade Mr Bashir Ahmad Wani is idle since 2014 whereas the said trade in ITI Anantnag is run by academic arrangement.
More shocking mismanagement in Skill Development Department are included, in ITI Anantnag there are two electrician Instructors Mr Altaf Ahmad Dar and Sheikh Lateef. Both Classes are run by Mr Sheikh Lateef but Mr Altaf has been kept idle and is drawing idle wages from the last 05 years. In ITI Tral the trade of Electrician is run by a class IV employee with the benefit of charge allowance. The services of idle instructor could have been easily utilized in any institute where there is requirement instead of paying him idle wages. One Shafiqullah Sheikh, COPA instructor is idle in ITI Anantnag drawing salary Rs 1.20 lac per month from 2014 while as the said trade in ITI Ganderbal is without Instructor. What a shameful act? In ITI Bemina there is surplus manpower in the COPA trade whereas in various institutes the trade is run by academic staff. The surplus instructor Mrs Kulbir Kour is drawing idle wages since 2006. The official was initially appointed as painting instructor. Since the said trade was rendered defunct and the official was retrained in COPA trade on Government expenses. The department has never utilized her services in the said trade since she completed her training in 2007.
They have devised the method to squeeze the money from state exchequer for no work, in ITI Hajin, the plumber trade was run by academic arrangement staff whereas the instructor of the said trade namely Firdous Ahmad is drawing idle wages in ITI Budgam since. In ITI Baramula the carpentry trade was run by class IV employee namely Khurshid Afhgan with the benefit of charge allowance who was recently in March 2021 regularized as Instructor w.e.f 2012 while as the instructor of the said trade namely M Iqbal Parsa was available in ITI Bandipura and was drawing idle wages. In ITI Ganderbal the carpentry trade is run by academic arrangement while as the instructor of the said trade namely Mehraj ud Din Sheikh is sitting idle and available in ITI Srinagar without any work and is drawing idle wages from the last ten years. Mr Sidiq-ur-Rehman, Housekeeping Instructor has been placed in ITI Bandipura since appointed by SSRB in 2014 and is being paid idle wages @ Rs 50 thousand per month whereas the said trade is run by guest faculty in ITI Lalpora. One Nisar Ahmad Housekeeping Instructor has been placed in ITI Pampore without any trade whereas the said trade is run by academic arrangement official in ITI Kangan since 2014.
Meanwhile one Mr Abdul Hamid Wani Electrician Instructor has been kept idle from the last 12 years and at present attached to ITI Tral since 2015. The official is drawing idle salary from ITI Anantang whereas the said trade was run by class IV official with the benefit of charge allowance in ITI Baramullah who was regularized in 3/2021 retrospectively with effect from 2012. Had the official been posted and assigned the duty of Electrician trade there would have been no requirement of additional manpower.
Besides above there are various others among instructional staff of both Jammu and Kashmir division placed at un-necessary places without any work who are being paid idle wages and causing loss not only to state exchequer but the training programme as well. This exercise of the department has badly affected upon the work culture as well.
