- The incompetent and ineligible persons are discharging the duties, which reflects that government has no bother for the students admitted in the institute of Skill Development Department of Jammu & Kashmir Government.

Jammu, Oct 31: Why the Skill Development Department of Jammu & Kashmir government is so callous and sleeping? Why there are so many overstaying officers and officials? Why the higher authorities of Skill Development Department of Jammu & Kashmir government are so callous over the overstaying cases that too of two decades? Why Director of Skill Development Department of Jammu & Kashmir government sleeping over the issue? Why Principal Secretary to Government of Skill Development Department of Jammu & Kashmir Government is so silent over the overstaying issues in his department? Who will check the menace of overstaying in Skill Development Department of Jammu & Kashmir government?
These are some uncomfortable and tough questions for the Skill Development Department of Jammu & Kashmir government to reply it at amny cost. The people are in quandary that what is going on in the department and who is responsible for this mess.
In Skill Development Department of Jammu & Kashmir government, there a board to conduct the exam and it is known as Jammu & Kashmir Board Of Technical Education and popularly known as JKBOTE. This is a statuary body and conducts the exam of the students who have got admission in Skill Development Department. The corrupt practices are going in the Skill Development Department of Jammu & Kashmir government need not be proved as the process of overstaying is continuing and the interest of the employee to stay at one place near about two decades or one decade indicates that the person is sitting at one place for some benefit and more over the higher authority or authorities approving or allowing to remain at one and same office decades together also a fishy.
The Skill Development Department of Jammu & Kashmir government is gripped with the corrupt practices and several officers and officials are overstaying decades together. Let me start with one Shbab Hamid Gull and Avinash Abrol both are posted as Computer Operator in BOTE but they are at same post and office for last 21 years together, which is matter of concern. Both are in their respective offices for 21 years, which is a blunder on the part of administration of the Skill Development Department of Jammu & Kashmir government. There is ob fourth class employee and his name Abdul Slam Allie and he is in that office for last 20 years continuously. Munawar Khan, Zahid Nazir and Vijay Kumar trio is fourth class employees but they are in the same office for last 19 years continuously, which is matter of great concern and reflects that corrupt practices are in rife even during the regime of Lt Governor. Mukhtiyar Ahmad Dar is also Computer Operator but he is in the same office for 17 years, whereas one Tilak Raj who is also fourth class employee and he too not lagging behind the other corrupt persons he too is in the same office for last 15 years.
The issue is that why they prefer one and same office for their service and why they do not want change in the period of their service.
These eight persons are the staff, who are on the establishment of Jammu & Kashmir Board Technical Education popularly known as JKBOTE. This list has been issued by the Secretary/Controller of Jammu & Kashmir Board Of Technical Education of Skill Development Department of Jammu & Kashmir Government. The Secretary/Controller of Jammu & Kashmir Board Of Technical Education of Skill Development Department of Jammu & Kashmir Government was responding to the letter of Principal Secretary to Government of his own department and showed everything in black and white.
The Secretary/Controller of Jammu & Kashmir Board Of Technical Education of Skill Development Department of Jammu & Kashmir Government vide his letter No BOTE/Estab/07-1/2021/4007-08 dated 24-09-2021. His letter reas as under, “With reference to your office communication No OSD-Gen/1-49/2021 dated 21-09-2021 regarding the above noted subject (Subject: Rotation of Government Officials), in this connection it is submitted that as desired, the detail of staff which is presently working in J&K Baord of Technical Education (Autonomous Body) with duration of stay is produced as under.” It shows that eight officials of J&K Board of Technical Education are long stayed on one post, which is matter of worrisome and should be enquired by the CBI. There are 10 officials who are on deputation to J&K Board of Technical Education from Skill Development Department of Jammu & Kashmir Government, which is matter of concern.
