Praveen’s cow died in absence of doctor in Animal Husbandry Department Sunderbani

Animal Husbandry has to improve in Rajouri!

  • For last 4 days, Praveen Kumar has roamed every corner of sub-district Sunderbani in search of veterinary doctor, but could not find any doctor.
  •  He (Parveen) has bought the said cow 15 days earlier for 50000 but now he has lost not only his cow but he has lost the source of income.
  • The Animal Husbandry department and the concern doctor will make up his loss as Parveen is poor person and it is very difficult for him to bear this loss.

Jammu, Jun 07: Who is responsible for the loss occurred to one poor person Parveen Kumar with the death of his cow worth of Rs 50000? Will the department ask the negligent doctor to pay Rs 50000 to Parveen Kumar as compensation to make up his loss occurred due to the negligence of the concerned doctor? What kind of convenience the animal husbandry is providing to villagers especially farmers of far-flung areas for doubling their income? Why the department is not punishing such type of careless doctors who are taking everything very casually? These are very hitting questions irritating in the mind of the people and the administrative department of animal husbandry must come out to reply such questions.
On the one hand, the government started the Kisan Maha Sampark Abhiyan and went to each panchayat on behalf of Animal Husbandry, Agriculture, Horticulture, Fisheries and other departments related to farmers to make farmers aware about the latest technology and to double the income of the farmers, whereas, the farmers are being introduced to various types of new schemes and on the other hand, if we look at the ground reality, it is contrary to the tall claims made by the government. The case pertains to Hathal-e, a panchayat in the hilly area of Sunderbani sub-district.
Some days earlier, Praveen Kumar son of Late Prem Nath resident of Upper Hathal Tehsil Sunderbani by profession farmer has bought a cow amounting Rs 50000. The same cow fell sick and Parveen Kumar visited nearby veterinary hospital on June 01, 02 and 03 to see the doctor so that he may get medicine for his cow but he could not meet the doctor in the three days. In the absence of doctor, Parveen Kumar got mobile number of one Kewal Kumar and narrated his problem to him. Kewal Kumar in turn told Parveen Kumar that he could not come but he prescribed some tablets on mobile and asked him to give the ailing cow. On Saturday, Kewal Kumar visited the Parveen Kumar house and checked the cow and he told Parveen that cow is suffering from jaundices so injections are mandatory. The kewal Kumar gave injection to the cow but within three hours the said cow died.
Prior to this Praveen Kumar could not find any doctor of Animal Husbandry Department even after searching in different corners of sub-district Sunderbani. The one who could have treated this cow and that cow would have been saved. Praveen Kumar told that his cow had fallen ill on May 30-31 itself. After which he continuously roamed in different corners of sub-district Sunderbani in search of doctors of Animal Husbandry Department to get the cow cured. But he could not find any doctor from the Animal Husbandry Department anywhere. He told that when he called the doctor posted in Sunderbani, he said that he has been transferred and has been shifted to Jammu. Along with this, when he reached the centers of the Animal Husbandry Department opened near the Panchayats around his area, he found the locks hanging there. In this way he told that on the fourth day he found a worker of Animal Husbandry Department who was not a doctor. He came and saw the cow and while identifying the disease of the cow, told him that this cow has jaundice and its blood is gone.
While talking to Chief Animal Husbandry Officer Rajouri, Dr. Khalid Najeeb, he told that he had ordered an enquiry into the matter and who so ever found guilty would be taken to task strictly. He further said that he had taken the incident very seriously and it is being smelt that there was something from the department. He assured that he would inquire the matter and would punish the doctor or others if they are found even an iota of guilty. He further said in future he would ensure that the doctor be present in the sub district hospital.
There is a million dollar question arises that if only one doctor has been entrusted with the responsibility of animal husbandry department of sub-district Nowshera and Sunderbani. So how can a doctor cure the the animals of the farmers of these two sub-districts spread over an area of more than 100 km. Because if we talk about the area of Sunderbani and Nowshera sub-districts, then Sunderbani sub-district is bounded by Reasi district from one side. So on the other side it is bordered with Jammu district. Thus, if seen, a doctor cannot visit the entire Sunderbani and Nowshera sub-districts in a day. So how can he treat the animals of the farmers of both the regions?
