Department of Skill Department! Transferred Officer Ravi Gupta Defies Posting Order, ITI Kishtwar Suffers for Over a Month

Jammu: Why has Ravi Gupta, In-charge Assistant Director presently getting salary from the Office of the Joint Director, Jammu, failed to join his new place of posting despite explicit directions issued by the Office of the Secretary, Department of Skill Development, J&K? The transfer order clearly states that officers mentioned therein shall be deemed to have been relieved and that no separate relieving orders are required. Does Ravi Gupta consider himself above the authority of the Secretary, Department of Skill Development, J&K? Is Ravi Gupta so influential within the department that he can act according to his own convenience and choice? Has the authority of the Secretary been rendered ineffective in the issue of Ravi Gupta? These are serious and disturbing questions troubling the minds of the public as well as the department. It is imperative that the concerned authorities, including the Minister, come forward with a clear explanation to address these public concerns and uphold administrative accountability.

The Department of Skill Development, Jammu & Kashmir vide Government Order No.:- 01-JK(OSD) of 2026 dated: 02-01-2026 issued an order of transfers and postings of 26 officers/officials including nine officials of Polytechnic Sector in the interest of the administration of the concerned department. In the end of the order there is a clear direction: ‘All the above officers/officials shall be deemed to have been relieved’, to avoid any sort of the confusion. This direction clear means that the transferees do not need any separate relieving order.

One Ravi Gupta, In-charge Assistant Director presently getting salary from the Office of the Joint Director, Jammu, mentioned at serial number 3 in the said transfers and postings, has been transferred to Government ITI Kishtwar with additional charge of ITI Bhalessa and Padder but despite clear directions from the office of Secretary, Department of Skill Development, J&K not joined new place of postings and showing blatant defiance to the department.

But after the lapse of 32 days even one can say that one month and one day, Ravi Gupta has not joined the new place of posting. This is not the issue that Ravi Gupta has joined or not but the actual issue is that the institute where Ravi Gupta has been transferred is suffering and the entire system has been derailed. The administration should must think about the students those who are studying in that institute and their parents are suffering in the absence of Principal.

Thirty-two days, is a very long period to join the new place of posting. Such careless officers are the real damager of the society. Had he been a good and responsible officer must joined on the next day.

To ensure the joining of new place of postings of the transferred officers, the office of Secretary, Department of Skill Development, J&K issued a letter on 19-01-2026 (waiting after 18 days) vide letter No DSD-ITI/8/2026-02 (7720362) wanted to know joining status of transferred officers. But is very sad to note that the office of Secretary, Department of Skill Development, J&K sensed the violations of its order, issued another letter after 28 days, vide No DSD-ITI/08/2026-02 (7720362) dated 30-01-2026 and strictly ordered to the concerned DDO not to draw the salary of those officers who have not joined the new place of postings.

I have talked to Joint Director, Jammu GM Bhat, he said that he would not draw the salary of Ravi Gupta but the Ravi Gupta is physically working in the office of Directorate and he has to relive from there.

It is pertinent to mention that vide Government Order No. 102-JK(DSD) of 2021, dated 27 December 2021, Mr. Ravi Gupta was transferred and posted as In-charge Principal, Banihal. However, within a span of less than one month, the said transfer order was subsequently modified through Government Order No. 09-JK(DSD) of 2022, dated 21 January 2022, which he managed to get altered, thereby continuing at the same place of posting.
