Rajouri, November 20: Chief Education Officer (CEO) Rajouri, Mohammad Hafiz Sheikh, conducted a series of surprise inspections across several government schools in Rajouri on Wednesday (November 19) to assess staff regularity, punctuality, and overall work culture. The conditions he found during the visits were deeply concerning and led to immediate disciplinary action.
During a surprise inspection at Primary School Dragar, the CEO discovered that three teachers -third teacher Nazia Kausar, Teacher Grade-II Zubair Ahmed, and RET teacher Sukesh Kumar – were absent without permission.
Data from the JK Smart Attendance Portal showed that Nazia Kausar and Sukesh Kumar had marked their attendance in the morning, but were physically missing during the inspection, amounting to serious misconduct and misrepresentation.
Zubair Ahmed had neither marked his attendance nor reported to the school, leaving classwork to be managed by an aya and the cook, indicating gross negligence.
Taking strict note of these violations and exercising powers under Rule 31 of the J&K Civil Services (Classification, Control & Appeal) Rules, 1956, the CEO immediately suspended all three teachers.
“They will receive subsistence allowance as per norms and may be deployed to other schools during suspension for student-related work,” the CEO mentioned in the suspension order.
At Primary School Dhanore Jarala, the CEO found teachers Nazia Tabassum and Zohra Jabin absent from the school premises despite having marked their attendance earlier on the portal.
Calling it a clear case of misconduct and false reporting, the CEO suspended both teachers immediately. They, too, will be entitled to subsistence allowance and may be posted elsewhere for academic support activities during the suspension period.
The CEO then visited Government Middle School Khewra and Government Middle School Dhanore Gorsi, where he observed poor academic discipline. Students were observed wandering outside their classrooms, and their academic performance was deemed unsatisfactory.
At Middle School Khewra, it was revealed that a teacher had left the school during working hours without informing or taking permission from the authorities – a sign of severe irresponsibility.
The CEO also noted that funds sanctioned under various interventions for 2023-24 and 2024-25 were not properly utilized, resulting in deteriorated infrastructure.
Taking strong action, the CEO attached Headmaster Mohammad Riaz of Middle School Khewra to the office of the Zonal Education Officer (ZEO) Khaawas.
He also issued show-cause notices to Mohammad Riaz and teacher Khalida Parveen, directing them to explain within two days why disciplinary action should not be taken against them.
“Failure to respond will result in strict action under service rules,” the CEO’s order read.
Additionally, the CEO instructed the ZEO Rajouri to conduct a detailed inquiry into the misutilization of funds at Middle School Khewra and submit a comprehensive report within five days.
