Rajouri, November 3: In a shocking revelation, a case of proxy attendance has surfaced at Government Primary School Upper Kraig, falling under Zone Koteranka in the Rajouri district.
During a review of the JK Smart Attendance Portal on November 3, 2023, it was found that the Head of the Institution (HoI), Mohammad Altaf, had marked the attendance of Sakina Begum, Teacher Grade-III, on her behalf – a clear case of proxy attendance.
The system reportedly rejected the attempt three times due to a facial mismatch alert. However, taking undue advantage of his HoI privileges, Mohammad Altaf overrode the rejection and manually validated the attendance entry. As a result, the portal recorded a male photograph under Sakina Begum’s profile, exposing the manipulation beyond doubt.
Preliminary inquiry established that the act violated Government Order No. 123-Edu of 2024 dated March 15, 2024, which strictly prohibits proxy attendance. Furthermore, the Head Teacher’s conduct amounts to misuse of official powers under Rule 31 of the J&K Civil Services (Classification, Control & Appeal) Rules, 1956, and gender impersonation in official records, constituting gross misconduct under Article 311(2) of the Constitution of India.
In view of the grave nature of the act, both Mohammad Altaf and Sakina Begum have been served show-cause notices, directing them to submit written explanations within two days through the Zonal Education Officer, Koteranka, along with personal remarks from the ZEO. Failure to respond within the stipulated time will lead to disciplinary proceedings as per rules.
“This act of HoI constitutes: (a) proxy attendance marking in violation of Govt Order No. 123-Edu of 2024 dated 15-03-2024; (b) misuse of HoI privileges under Rule 31 of J&K Civil Services (Classification, Control & Appeal) 1956; and (c) gender impersonation in official records, amounting to gross misconduct under Article 311(2) of the Constitution of India”.
