FCR Shaleen Kabra Unleashes War on Revenue Corruption: Naib Tehsildar Demoted, Girdawar Reduced to Patwari in Landmark Punishments

Jammu, September 26, 2025: Financial Commissioner (Revenue) J&K, Shaleen Kabra, has unequivocally declared war on corruption within the Revenue Department, delivering a series of landmark punishments that have sent shockwaves through its ranks. In a decisive move against long-pending land fraud cases in Samba and Paloura, Kabra has not only ordered severe demotions and financial penalties against multiple delinquent officials but has also instilled a palpable fear among Revenue staff, signalling a new era of strict accountability where corrupt practices will no longer be tolerated. This robust approach is seen as a direct challenge to bureaucratic complacency, with sources confirming that a significant “fear” of Shaleen Kabra now grips revenue officials, who know he will take swift action if any wrongdoing comes to his knowledge.

In a particularly significant order (No. 123-FC(Rev) of 2025 dated September 24, 2025), Kabra imposed the major penalty of “reduction in one rank” on two officials for their roles in the illegal mutation of 8 Kanals of prime Government land (Khasra No. 985-Min) at Village Paloura, which was legally recorded in the ownership of the Jammu Development Authority (JDA). Specifically, Naib Tehsildar Mushtaq Ahmad has been demoted to the rank of Girdawar, and Girdawar Ghulam Rasool has been reduced to the rank of Patwari. This action stems from a complaint filed by the Vice Chairman, JDA, in October 2022, highlighting the illegal mutation of land in favour of private individuals.

The inquiry found that Naib Tehsildar Mushtaq Ahmad and Girdawar Ghulam Rasool had violated standing orders and gravely misinterpreted a civil court’s prohibitory injunction as a title document to confer ownership rights – an act deemed “beyond their competence” and a “grave dereliction of duty.” It was also observed that mutation fees had not been realized, and attempts were made to erase official records post-facto. The Financial Commissioner’s order dictates that for the balance of his service, Mushtaq Ahmad shall not be posted to any sensitive assignment and only outside Jammu district, while Ghulam Rasool shall not be given any field postings. Significantly, Mushtaq Ahmad will continue to remain under suspension as he faces charges in another Regular Departmental Action (RDA) for his role in the attestation of mutations in Village Gole. Ghulam Rasool’s suspension, however, has been revoked, with his services placed at the disposal of the Deputy Commissioner Jammu.

In a separate, equally firm directive (Order No.: 126-FC(Rev) of 2025 dated September 26, 2025), Kabra addressed a complaint regarding the issuance of multiple fraudulent ‘Fard Intikhabs’ (land extracts) of agricultural land in Village Rakh Barotian, Tehsil Vijaypur, District Samba. This case involved Abdul Rashid, the then Naib Tehsildar Gurha Slathia; Anwar Sadotra, the then Girdawar Gurha Slathia; and Mohd Din, the then Patwari Gurha Slathia. The inquiry found all four officials (including then Tehsildar Pawan Kumar) guilty of violating multiple revenue laws and instructions, acting in connivance “with the intent to flout the law, facilitating the growth of unplanned semi-urban sprawls.” The Financial Commissioner has imposed a penalty of “withholding of two (02) increments with cumulative effect” on Girdawar Anwar Sadotra and Patwari Mohd Din. The RDA against Naib Tehsildar Abdul Rashid, who retired on July 31, 2024, has been closed in accordance with service rules.

These stringent actions are the culmination of meticulous departmental proceedings initiated by Deputy Commissioners of Samba and Jammu, endorsed by the Divisional Commissioner, and rigorously pursued by inquiry officers. Initial unsatisfactory replies from the delinquent officials were overridden by irrefutable evidence. Kabra’s observations in both orders were unambiguous: “The officials have violated the Acts/Rules with impunity and their misconduct is proved; worse, they have done so in connivance among themselves, with the intent to flout the law.” He stressed the gravity of charges, including “deliberate delays, maintaining a tout for official duties,” and violating the Public Service Guarantee Act (PSGA).

This series of landmark decisions by Financial Commissioner Shaleen Kabra is seen as a powerful deterrent. It sends a clear message across the Revenue Department that officials cannot hide behind procedural delays or rely on their retirement to escape accountability.
