Jammu, May 06: Who backs the favoured attachments of the staff for so long a time, despite a ban from govt. is to be seen. Why the work allotted to them in the appointment letters is shifted to raw hands is a matter of concern. Why training programme is disturbed and a trainee is made to suffer? If govt. appointed a Librarian, it had a certain cause. If the Libraries are dust-ridden, it is end of imparting training for hard skills with soft skills Directorate is a bigger horizon of work-place and provides a chance of growth to employees there but why skills of ministerial staff are retarded to please some favoured? It is a serious question to be given a due thought. If Education Department detaches all teaching /non-teaching staff deployed in other offices, for the benefit of student, why not Skill Development? Both are meant to teach or train. Authorities can’t be challenged to use their discretion in times of some exigency but even then to continue an employee of alien cadre at the same position for decades is not in favour of those who are pivotal for existence of such an organisation. It hints at the fact that in addition to favouring the top-picks, space is provided for the surplus staff in the department, employed randomly by certain corrupt officers from time to time.
Fazili is a Vocational Instructor, meant to work in an ITI. He is attached to Directorate on the whimsical order of then Director, 18 years back. His salary is drawn against the post of Demonstrator of Polytechnic. The question is who is the person who is given salary against his Post of Vocational Instructor? Again If Suresh is a Librarian, appointed on Direct Quota, in and for an ITI why his salary is drawn against the post of Senior Investigator of Polytechnic? Who is the person who is given salary against Librarian Post at Surankote, his actual place of posting? Giving a chance to such employees to gain familiarity at one place is also doubtful as people have started to raise eyebrows regarding transparency in official work and rightly so at least to the extent of their being influential in leaving their allotted job and working at prime position of the department in a different field.
Favouritism is manifested brazenly when decades-old employees of Accounts Section of Directorate are seen promoted and placed there only, without any transfer, ever to ITIs. Is not it in violation of transfer policy of Govt. giving them a chance to maintain a hegemony over the section?
