Landmark Action Led by SSP Nagpure and Executed by SHO Chenani Jaswinder Singh, Marks First Use of Section 107 BNSS Against Bovine Smuggling Proceeds in District
Udhampur Police, under the supervision of SSP Amod Ashok Nagpure (IPS), attached a vehicle (Regd. No. JK14K-1765) worth ₹10 Lakhs belonging to notorious bovine smuggler Arshad Khan, marking the first use of Section 107 BNSS in the district to seize proceeds of bovine smuggling.
The attachment followed a thorough investigation into FIR No. 22/2025 (Sec 223 BNS / Sec 11 PCA Act) led by SHO Chenani, Inspector Jaswinder Singh, which proved the vehicle was purchased with illicit funds derived from smuggling activities.
Acting on the investigation’s findings, the police obtained a formal order from the competent court authorizing the attachment of the vehicle under the provisions of the new Bharatiya Nagarik Suraksha Sanhita (BNSS).
SSP Amod Ashok Nagpure highlighted this action as proof of the effective implementation of new criminal laws, reaffirming the police’s commitment to making Udhampur crime-free and warning that assets of other criminals will also be targeted.

Udhampur, March 27, 2025: In a significant and hard-hitting move demonstrating the effective implementation of India’s new criminal laws, the Udhampur Police today attached movable property worth ₹10 lakhs belonging to a notorious, habitual bovine smuggler. This landmark action, the first of its kind in the district targeting assets acquired through bovine smuggling under the Bharatiya Nagarik Suraksha Sanhita (BNSS), underscores the unwavering commitment of the police force, led by SSP Udhampur Amod Ashok Nagpure, IPS, to dismantle criminal enterprises.
The attached property, a goods carrier vehicle bearing Registration Number JK14K-1765, was identified as belonging to Arshad Khan, son of Kalu Ram, a resident of Rathian, Udhampur. Khan is described by police as a habitual offender with a history of involvement in bovine smuggling activities.
The investigation leading to this attachment stemmed from FIR No. 22/2025, registered under Section 223 of the Bharatiya Nyaya Sanhita (BNS) and Section 11 of the Prevention of Cruelty to Animals (PCA) Act at Police Station Chenani. During the meticulous investigation, spearheaded by SHO Chenani, Inspector Jaswinder Singh, under the close supervision of SSP Udhampur Amod Ashok Nagpure, it was established that the vehicle was acquired using the proceeds generated from illegal bovine smuggling operations.
Acting decisively on these findings, the police sought and obtained an order from the competent court for the attachment of the vehicle under Section 107 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), which allows for the seizure of property derived from criminal activities.
SSP Udhampur, Amod Ashok Nagpure, IPS, elaborated on the operation: “Today, Police Station Chenani has, under court orders, attached the movable property – a vehicle worth ₹10 lakh – of a notorious cattle smuggler, Arshad Khan. Section 107 of the BNSS provides a clear provision to attach such properties acquired through proceeds of crime.”
He further detailed the investigation’s findings, stating, “We found that this cattle smuggler, Arshad Khan, has been involved in multiple FIRs in the past. The vehicle we seized has also been used in several criminal cases. We have proven that this vehicle was purchased using profits from bovine smuggling. Following our investigation, we filed an application before the court under Section 107, and the court, accepting our findings, passed the order directing the attachment.” The seizure was formally executed today jointly by SHO Chenani and a Magistrate.
This action represents a significant milestone for the Udhampur Police, marking the first instance where assets linked to bovine smuggling have been attached under the new BNSS framework. SSP Nagpure issued a stern warning to other criminals, stating, “In the coming days, we will continue targeting other criminals who illegally raise properties through crime.”
He reassured the public, emphasizing the police force’s dedication: “I assure the public that Udhampur Police is effectively using the provisions of the new laws, and we are committed to making Udhampur crime-free.”
