ITI Instructor attached to Directorate for 18 years. 

Divergent record hints at job fraud by influence.

Actually, the additional course of COPA  is basically required, under norms, for permanent employee when it is used to impart training to the trainees but the incumbent even after attaining NTC in COPA illegally, has so far not attended any ITI over 18 years for the benefit of the trainees, instead additional employee has been required to fill the gap with double drawl from the exchequer, and to allow him sit at the choicest place as a lone incharge of the Establishment Section as there is not any other ministerial staff made available by the Directorate, not even a Head Assistant and Section Officer, the two posts that are sequential for running main office of such a vital organization.

Secondly, as reported to Jammu Jottings, without any ambiguity, the incumbent worked as Associate NCC Officer (ANO) of the rank of Lieutenant (Senior Division), in ITI Bandipora being commissioned at Officers Training Academy, Kamptee, Maharashtra, after completion of 90 days’ course, before his regularization, while being as a migrant substitute. He received the honorarium monthly as was due as commissioned officer with all other perks. An employee in teaching faculty, being on permanent post for 3 years at least is eligible to be recommended for training at OTA, by the DDO of an Institute. The question arises how was the incumbent, being temporary employee, recommended for such a training course? How was he provided a chance to work with army establishments and accompany the contingents when he did not exist as permanent employee? If at all the govt. spend the money to train him for the job, why he preferred attachment to the Directorate, leaving the NCC cadets in high and dry, shattering their dreams of serving the nation, and how much loss did the student community suffer during 18 years? The govt. should at least ascertain the reasons of such a cheating with India’s largest student organization, and see why at all was such an undue benefit extended to the ineligible candidate? Also the govt. should see the circumstances that lead the DDO to misuse his official position by recommending an ineligible candidate for such a training.

While going through the seniority lists made public by the Deputy/Joint Director, Kashmir, from time to time, the incumbent is shown as Matric with ITI in Painting in 2008, (First year after regularization), issued by MS Parry, Deputy Director, at serial No. 122 and again by Muneer Ahmad Shah, Deputy Director, in 2011 at S No. 116 and BA with ITI in Painting and COPA in 2024 at S No 22 vide order No 77 of 2025, dated, 07-01-2025 and so in last 3 years, issued by Joint Director. It clearly means that the incumbent passed 5 classes from 11th to BA Final in-service. Has the department granted sanctions for appearing in these exams? And if all the qualifications and training courses are mentioned in the qualifications column of seniority lists, why not ANO course?

It makes the matter more skeptical, so need for transparent probe.
