Jammu, Jun 09: It is very amazing that in Skill Development Department very miraculous irregularities are going on continuously but the concern authorities seem to be in deep slumber despite the fact that ‘Daily Jammu Jottings’ has been highlighting from time to time with proven facts but administrative department of SDD remained unmoved reasons better known to them.
Investigative journalism is a form of journalism in which reporters deeply investigate a single topic of interest such as serious crimes, racial injustice, political corruption or corporate wrongdoing. An Investigative Journalist may spend months or years researching and preparing report. Analysis of documents is the apt tool in the hands of journalist.
On 2nd January, 2024 the daily Jammu Jottings published a news item with heading, “Skill Development nourishes, harbours fraudsters.” The crux of the item was that a temporary employee conceals information to claim regularisation under JK Civil Services (Special Provisions) Act, 2010. The department especially the Directorate of Skill Development, JK, UT, ignored the information given in the news item that was published with good intentions of proving a helping hand to the establishment to eradicate corruption from the grass roots level and administer an antidote against its obnoxious effects.
Now to play the role of a responsible forum the team of the Jammu Jottings, daily newspaper did additional research to unveil the truth to the government, stakeholders and the general public.
In order to give undue advantage to the beneficiary in the matter of regularisation, the Superintendent/ DDO, Govt. Women ITI Seer Hamdan, (Skill Development Department) submits fabricated information to claim regularisation under The Jammu and Kashmir Civil Services (Special Provisions) Act, 2010 and contravenes section 5 subsection (iii) of the Act as such.
The brief facts of the case are as under:
1. An employee from ITI Seer Hamdan (Skill Development Department) was initially engaged vide Director Technical Education, JK, Order No. 421 of 1995, dated : 29-06-1995 to teach Cognate ( English ), to the trainees of Stenography Unit B, at Govt. ITI Anantnag and the qualification shown in the appointment letter is B Sc 2nd year.
2. Then the Instructor is transferred and posted at ITI Seer Hamdan, Anantnag vide Principal ITI Anantnag’s order issued under endorsement No. ITI/Ang/Estt./446-49, dated 01-08-08, without trade designation (nomenclature of faculty/trade) but simply as Vocational Instructor.
3. Being in-service the Instructor acquired additional qualifications: (i).B Sc 3rd year in October, 1995 under R. No. 55314, Registration No. 2846-Aw-91 and Marks Card S. No. 006774 as regular candidate: (required attendance for regular classes in the college when the candidate was engaged and drawing salary in ITI, Anantnag). (ii). Passes examination in Electronic Mechanic Trade (in-service) in July 1997 as Private Candidate under Roll No. EMP12- 122, Certificate S No. EM- 01336: (for registration in the board for being eligible to appear in private capacity 3 years’ experience certificate is a prerequisite but the candidate being engaged in ITI Anantnag, got salary). (ii). Passes B Ed examination (in Distance mode) under R. No. 833, registration no. 2846-Aw-91, in October- November, 2000 under Marks Card S.no. 005347: (required 20+20 days for attending Contact Classes in 2 phases + 15 days for attending Practice of Teaching Classes in a school and + 8 days for appearing in the examination, when the candidate was engaged in ITI Anantnag.) The certificates of additional qualifications stand authenticated from Kashmir University through the team. The fact that the candidate took salary of the spell of time required to be present in college during August, September and October (after joining in ITI Anantnag in July 1995) and also got salary during the period when appeared in exam of Supplementary trade test in 1997 in the trade of Electronic Mechanic and was not on leave of absentee is clear vide letter no. ITI/ Anantnag/Estt/1997, dated: 21-10-2022 by the Principal, ITI Anantnag showing the drawl of wages for the two spells and no drawl of salary from March 2000 to November 2000. (9 months – coincides with B Ed period). He also declared that record pertaining to any kind of absentee of the candidate, or otherwise, from the office is missing/not available. But as per reports, available with Jammu Jottings, didn’t lodge any FIR for the same since 21-10-2022 till date, as conveyed by the Jammu Jottings team.
4. Acquiring additional qualifications, as shown above, and their inclusion in the service record is reflected in the official record of Govt. Women ITI, Seer Hamdan vide official staff statements (a). ITI/ Seer/Estt/378, dated, 07-01-2010, (b).ITI/Seer/Estt/330, dated: 28-05-2011, and(c) ITI/Seer/12/272, dated 16-07-2012.
