Digitalization of revenue record is beyond competence of Patwari, outsource to experts

It is computer science!

• The Patwaris are expert in writing revenue record in Urdu and they are not computer engineers so they are unable to digitalize the revenue record.
• The government must outsource the work of digitalization by using AutoCAD software to an expert agency or firm, which can accomplish the task with minimum mistakes, whereas Patwaris will assist.
• The patwaris should be provided laptop with required configuration so that the online work can be carried on smoothly.

Jammu, Dec 12: How can a Patwari digitalize the revenue record? Is Patwari a technical person to operate the computer to digitalize the revenue record? Will two or three days training make a person perfect for digitalizing the record? Can any person operate and run AutoCAD software application with two days training? Is it justified to allot the work of digitalization (Computer Science) to Patwaris? Only Computer Engineers are capable to digitalize the revenue record with AutoCAD software as they have completed four years training course. These are several critical questions irritating in the mind of people and government must consider over these questions as these are very relevant in nature.
The Jammu Kashmir Patwari Association, Jammu province under the leadership of its president Sandeep Kohli has submitted the memorandum to the government through all the 10 districts of Jammu province and asked the government to consider their genuine demands as the Patwaris are facing tough situation. They demanded that government must outsource the digitalization of Mussavis by any agency trained with Auto CAD 2022 to minimize the mistakes.
The association also demanded that minimum three months trainings should be given to the patwaris switch over the online process as most of the Patwaris do not have the knowledge about the computer science. They further explained that most of the Patwaris do not have Laptop to work so the Laptop of required configuration to be given to every Patwari to carry on the work in this concern.
They further suggested that identify those Patwaris who are well versed with the knowledge of Computer & AutoCAD and with those Patwaris constitute a team ranging between 8 to 10 and should be stationed at Tehsil headquarters provided with dedicated computer system so that they can digitalize the record including Mussavis. They also urged the government the charge of all those patwaris who have assigned to digitalize the record should be given to other Patwaris so that those Patwaris can work without any irruption.
They have other demanded included enhancement of grade pay; adjustment of newly promoted GQs and transfer of already promoted GQs within their home district; direct quota of Naib Tehsildars on the similar pattern of UT of Ladakh consisting 75% from department and 25% from direct recruitment; exemption of biometric attendance for field staff; and abolish the blanket ban in respect of posting the Patwaris in his/her home tehsil.
