Jammu, Nov 17: How can a candidate, while remaining in police custody on September 19 and 20, 2020, sit in a written test for Fire and Emergency Services on September 20, 2020? How it is possible that a candidate is under lockup but on the other hand he is tasking written exam? Can an employee sit in written examination in place of his brother? Why government has not taken the action against employee of Fire & Emergency Services for the gross violation of law of land? How can aspirants get the benefit of RBA category without genuine RBA certificate? These are some serious questions irritating in the mind of people and someone from administration must reply to the people as people want specific reply from the government.
The scams and irregularities in the recruitment process have shaken the faith of people and people are in quandary as they feel helpless and themselves in quandary. The open huge violation, irregularities and scams in recruitment process in Jammu & Kashmir not only left the people in shocked state but shaken the faith of people, which is very shocking for the society.
One of the aspirants, who was failed in physical test conducted in 2018 but he managed to appear in written exam. He qualified exam and joined department, later on he was terminated from job during verification. Since so many candidates managed to get paper and even proven irregularities in exam but no investigation was called. Aspirants alleged that then PA to Head of Department was indulged in all these practices.
Candidates who were selected in RBA category were without valid RBA certificates. These candidates have managed entry in the Fire & Emergency Services and since working in the department. There are several candidates having similar document deficiencies, but due inadequate verification process all such candidate are left unpunished.
A letter issued to Director F&ES bearing no HOME/F&ES/38/2019 dated 06-09-2019 by Government of Jammu & Kashmir, Home Department, with the directions to Director F&ES to restrict association of Adil Zargar, Bilal Ahmed Shah (then PA to DG) & M/s Time and technology with recruitment process. But it was seen that MK Wali (Director of M/s Time & Technology) was present in strong room during the time of marking.
The subject of the letter from Home department clearly mentioned about the corrupt practices, it says as ‘Complaint against Adil Zargar (DG Office) & Bilal Ahmad Shah, posted in Fire & Emergency Department, Batloo, Srinagar for taking money from several persons for recruiting in the list of 2013.’
Whereas the letter clearly states- ‘I am directed to forward herewith a copy of complaint on the captioned subject and to request you to kindly examine the contents of the complaint and furnish a report in the matter to this department. Besides, the officials, namely, Adil Zargar & Bilal Ahmad Shah working in the department and the TRP agency hired for the recruitment process should not be associated with any pre-examination/post-examination process of the written examination for the post of Fireman/Fireman Driver, which isa required to be conducted afresh.
The said letter was signed by Dr Bashir Ahmad Lone KAS Additional Secretary to Government, Home Department. The letter is marked as confidential but there is no visible action in this case.
There are several aspirants declared qualified in PET physical test even having less height then required standard. These are the points which in loud voice indicate that severe irregularties have been done by the employees of high rank.
