Jammu, Sep 28: How can a Superintendent of ITI spend IDF/Students Welfare Fund on serving the beast to the guest of from where they got money? How can an inaugural ceremony turn into a beast party? What is going on the Skill Development Department and its institutes? Who will nail such practices? These are some serious concerns to be viewed by the government and it should be resolved.
It is astounding but it is true that the celebration of inaugural function of a new building in the premises of the Government ITI Gurez has turned into beast party. The sources said that there was grand beast party and senior officers were also present in the party. The photographs clearly reveals that sheep were slaughtered for the guests or for themselves. It is all about the celebration of inaugural function of a new building in the premises of the Government ITI Gurez. The higher officers of the department visited this Institute today on 28-09-2022 in connection with the inaugural ceremony but the photographs depict that sheep are slaughtered in the Generator Shed of the ITI on the eve of function i.e. 27-09-2022 for preparing a feast for the guests. In the photograph the man slaughtering the sheep is Nizamuddin, Gardner at ITI Bandipora. There is another man with Bajard (Superintendent) is Mohd Amin, sweeper of Bandipora. Another photograph shows the vehicle bearing registration number JK15 0295 provided through IMC scheme by the Government for practical work of the trainees of the trade of Motor Mechanic at ITI Bandipora, that is under use to Bajard, Superintendant ITI Bandipora who has additional charge of the ITI at Gurez.
The board “JK Govt” on front side of the vehicle along with Bajard standing near driver’s window in the premises of ITI Gurez in the photograph depicts it. The trainees of the Motor Mechanic trade at ITI Bandipora complain that the said vehicle remains under use to the Superintendent as he is Incharge Superintendant of Government ITI Gurez also. The POL used in the vehicle is shown consumed in the trade for practical work and driving practice. Had it been ever given for practical work to the trainees, it would have been definitely got dilapidated.
The guests in the function are served a good feast with all dry fruits and desserts, at Dak bungalow Gurez. The photos sent to the team show the Director and Bajard sitting in a relaxed position at Dak Bungalow Gurez in the evening today on 28-09-2022.
The source further informed that the officer incharge is seen as a tainted one as his case of embezzlement in IDF from ITI Kupwara, during his tenure there, was once covered in the news by the ‘Jammu Jottings’ under heading “White Collar Crime” dated July 05, 2022, which has yet not been resolved by the department. Moreover from ITI Bandipora, where AR Bajard is posted as In-charge Superintendant presently, this news emanated through a source that last year during function of the same nature there he took Rs 50 thousand from IDF/Students Welfare Fund and that amount has not yet been liquidated though money has been drawn through fake vouchers from treasury to pay back the amount of IDF. Also he has received Rs 80 thousand from the Directorate under “camp and seminar”.
This year too, the same practice has been repeated.
Recently during visit of an audit team to the Govt. ITI Bandipora, he offered them two full buckets of special fish of Madhu Makhi Nalah for some favour in malpractices.
Chief Secretary of the Union Territory is requested to take a notice for the smooth functioning of the training program.
