Criminal conspiracy to loot state exchequer!
- Crime Branch or Anti Corruption Bureau or CBI must step in this case to ascertain the fact in this case and save the state exchequer besides book those who have done this blunder.
- The need of the hour is to overhaul the entire Skill Development Department and most of the employees should be declared deadwood and shown the door to save the future of youth.

Jammu, Jun 07: What is going in the Skill Development Department? Who is behind all this mess and muck in the Skill Development Department? Why has the sitting Director become a mute spectator? Why is there so much filth and rubbish in Skill Development Department? Why is the Principal Secretary of Skill Development Department not doing anything to reform his department? These are some serious concerns to be discussed and worked out by the government but it seems no one is interested in this department.
There are many skeletons in the cupboard of Skill Development Department and often every day such skeletons of corruption and misdeeds come out, which exposes the officials from peon to secretary of this department. There is one Parveena Akhter was engaged in Government ITI Pattan, District Baramullah, for cleaning purposes vide Director, SC Sawhney’s order No DTE/101/GA-291/4029 dated 26-03-2013 simply on the basis of an application submitted to the Director Skill Development Department. Remuneration per month was fixed on Rs 2000 by credit to IDF. The remuneration was enhanced w.e.f. 01-10-2013 at Rs 150 per day vide Director Order No 733 dated 22-10-2013 (after 6 months) by Director JP Singh. Attendance of the employee for December 2013, January 2014, and February 2014 was submitted via e-mail and fax to Superintendent ITI Pattan from the Direction office Jammu under the signatures of Accounts Officer, Director Technical Education. The remuneration charges of 4 months: December 2013, January 2014, February 2014 and March 2014 amounting to Rs.18,150 were released in one go to Parveena Akhter, IDF employee, under an intimation to Director Technical Education by Superintendent ITI Pattan, Baramullah, Showkat Anwar. Prima facia it is case of favouritism: At the time of initial engagement no codal formalities have been followed, and in patent violation of all norms followed in the move of Secretariat Employees from Srinagar to Jammu or Jammu to Srinagar the incumbent was attached with Director Technical Education office Jammu. Why was an IDF (temporary) employee attached to Jammu Directorate? Where was she accommodated for stay? Was she entitled to government accommodation? Was she paid move allowance, along with TA and DA? As per engagement order she was engaged for cleaning office and class rooms (engagement order is available with this office). Who did her assigned job during her period of attachment? These are prospective questions of the case.
Is it favouritism, nepotism or corruption? In order to find out the truth the team of this newspaper collected an astonishing story: An employee of Skill Development Department, on the condition of anonymity, revealed that Parveena Akhter, D/O Gh. Hassan, IDF employee of ITI Pattan, Baramullah is resident of HMT Srinagar and had been working as domestic servant in the house of Rabia Rasool, at her residence at HMT, an employee at Directorate of Skill Development Department who got Parveena Akhter engaged in ITI Pattan, Baramullah, in connivance with establishment section of Directorate of Skill Development Department and Director SC Sawhney, KAS and Accounts Officer, Farhat Siddique at Directorate who signs the attendance for the days of her attachment with the Directorate. An employee who herself is stock of debate for her backdoor entry in the department and her illegal stay for decades in Direction Office by marring the legally granted promotion avenues of genuinely appointed employees, seems a vital character in this case also. Meanwhile seeing the contour of irregularities in Skill Development Department, the Crime Branch and ACB JK UT also has the responsibility to play their role in order to put an end to the well-knit nexus of corrupt officials. A government employee who harbour a girl child in her home as domestic servant is doing sheer exploitation by preventing her from getting formal education or any craft course, which are provided free by the government for the below-poverty line, weaker sections of the society, to be able to live an economically independent, sustainable and respectful life.
