Tehsildar Bhalwal mocks at RTI act, reply in circles to avoid issues

Jammu, Jun 01: How can a PIO-cum-Tehsildar give a reply to applicant in regard to RTI application which is in the shape of question and leaves the RTI activist in quandary? Why a PIO-cum-Tehsildar tried to mislead the RTI activists over some important information? Why has the PIO-cum-Tehsildar given the reply in other language then the language of application? These are some serious concerns which should be taken seriously by the revenue officers, so that they may put the things on right track.
Here is the case that one RTI activist has applied in the officer of Tehsildar Bhalwal, who is also PIO for some information about the land falling under Khasra No 5735 and Khasra No 5561 both situated in Bhalwal but the reply was in circles, which is confusing rather clearing the doubts.
The land falling under the Khasra No 5735 Khata No 707, Khewat No 8 situated at village Kangar, tehsill Bhallwal was the subject matter of file No 09/105/LRA/2020 dated 21-12-2012 titled Raghubir Singh V/s Kartar Singh and was continuous under status quo till the date of decision 05-02-2020 and how can the then patwari issue farad intikhab in status quo. The reply over this question was ambiguous focused to mislead and to waste the time of applicant and the revenue department.
The Tehsildar instead of verifying the genuineness of the reply made by the Patwari, he adopted the carry-forward to avoid his personal exercise, which is against the spirit of the RTI act.
The Tehsildar Bhalwal has mocked on the RTI Act of India and has taken it very callously, which is matter of concern. The most intriguing part of the story is that in the reply given by Tehsildar Bhalwal mentioned that the then Patwari who has illegally entered the intqal under 3-A agriculture reform act would give reply and the present officers are not capable to reply.
The entire record is lying with the Tehsildar Bhalwal but he tried to mislead the applicant over the serious issue of land, the reason for misleading would be better know to Tehsildar Bhalwal.
