It is never too late to mend!
- The government constituted Fact Finding Committee vide order No vide order No 75-Jk (HUD) of 2022 dated 25-05-2022, has to submit report within 15 days regarding whether the appointment is in consonance with the rules or not.
- Mr Ashish Gupta JKAS Additional Secretary to the Government, Housing & Urban Development Department and Mrs Sana Khan JKAS Deputy Director Urban Local Bodies are the two members of Fact Finding Committee.
- The Committee has mandate to check initial appointment/promotions of Mr Firdous Ahmad Qazi, presently Executive Engineer, Jammu Municipal Corporation, (previously borne on the establishment of Directorate of Urban Local Bodies Jammu).

Jammu, May 30: Why has the government delayed so much in constituting the Fact Finding Committee to check the genuineness of appointment and promotions of Er Firdous Ahmad Qazi? Who was behind for causing delay in constituting the Fact Finding Committee and helping the Er Firdous Ahmad Qazi? Why has not the government handed over this case to CBI to dig the truth from the roots? Why has not the government immediately constituted the Fact finding Committee on August 20, 2021, when Jammu Jottings published the news item regarding deceitful and shabby appointment of Er Firdous Ahmad Qazi? These are the serious concern about the shabby appointment of Er Firdous Ahmad Qazi, who consumed good amount of money as salary and other perks on the wrong appointment.
Government of Jammu and Kashmir has constituted a high-level fact-finding committee (FFC) into the allegation of backdoor appointment of Er Firdous Ahmad Qazi presently posted as Executive Engineer, Project division of Jammu Municipal Corporation (JMC), the committee would submit its report within the 15 days.
The Jammu Jottings in its August 20, 2021 an exclusive report regarding the backdoor appointment of Firdous Ahmad Qazi and kept highlighting his other misdeed as well, especially, during his last posting in Jammu Kashmir Housing Board, where some litigation against Qazi’s misdeed is pending before the Court of Law.
The Principal Secretary to HUDD, Dheeraj Gupta on 25/05/2022 has constituted a two member FFC. “Sanction is hereby accorded to the constitution of FFC consisting of following officers to enquire into the allegations of illegal/backdoor appointment of Mr Firdous Ahmed Qazi, presently Executive Engineer, Jammu Municipal Corporation, in the complaint filed by Sh. Mujeeb Ahmad, President of All J&K Engineer Association, Jammu. Mr Ashish Gupta, Additional Secretary to the Government, Housing and Urban Development Department and Sana Khan, Deputy Director, Urban Local Bodies Jammu”, Govt order no 75-JK(HUD) of 2022, dated 25/05/2022 read.
The order further read that the committee would look into the initial appointment/promotion of Mr Firdous Ahmad Qazi, presently Executive Engineer, Jammu Municipal Corporation, (previously borne on the establishment of Directorate of Urban Local Bodies, Jammu).
“The Committee will verify whether his appointment is in consonance with the rules. The committee shall submit its report within the 15 days of issuance of this order”, the order read.
Qazi in 1993 engaged in the Science and Technology Department, on temporary bases, but surprisingly he got promoted to the next level within one year of his consolidated service. And later, a senior IAS officer, who had served as DC Kishtwar and had very close relations with Qazi’s family, shifted Qazi to the Housing and Urban Development department and permanently absorbed him in this department.
