Skill Development Department needs “alignment” to be purposeful

Dismal in Kashmir but dingy at Jammu!

  •  Attachment is brazen violation of the government policy but in Department of Skill Development it is matter of proud for making violations.
  • Now the people are pinning hope on Lt Governor Manoj Sinha to have surgical strike on Department of Skill Development to save it otherwise it will be a worthless.

Jammu, May 23: Who is responsible for making the Department of Skill Development a hub of violations? Who will recover this department from the mess? Why the administrative officers of the Department of Skill Department are silent over deterioration with each passing day? Who is power behind to damage the Department of Skill Development/ Why the sitting Director is not working purposefully to recover the lost glory of the department? Why not they are identifying worthless employees working in this department and firing them out? These are some serious concerns which are irritating in the mind of people and these should be rectified to save the department as it is very purposeful department for the youth.
A cursory glance over the matter shows tip of an iceberg and what is underneath can be guessed well. Those enlisted in the Pay rolls for imparting training/teaching in Polytechnic or ITI Colleges, are attached with the Directorate for any job, amounts to financial misappropriation. If one should go deeply then it be calculated at minimum monthly salary of 1 lack per month per head means 30 lack for thirty souls per month. Any sane treasurer cannot bear this extravaganza. It seems that upper echelons of administration are not aware of the fact, and pray to Eishwar, it may be so. Loss of money can be bearable to a certain extent but when one thinks a while about those young boys and girls who sought admission in these colleges for enabling themselves for being called as “skilled”, the hair stands at an end. It is simply ” kaari najaar ba dasti gilkaar ”
Govt is clear in its stand that DDOs have to submit the monthly and even weekly performance reports of the subordinate staff and if found not up to the mark, the employee would be declared dead wood. The question is when an employee is not on his “fixed” job, how can his performance be measured. Who certified their performance as good, satisfactory or excellent till now? If a carpenter is a mason or mason a carpenter, his performance is not his toil, instead it is his expertise. Poor workmanship is a flaw. A Vocational Instructor as Store Keeper or a lecturer as Officer on Special Duty is as good as mummifying the dead. On the other hand, when a trainee is without subject expert available with him, how can he would become skilled. And only hard skills are not to be imparted but soft skills too matter a lot as pledged in the Training Manual.

Here is list of the staff who are literally not at their job but are attached with Directorate, materialises the notion that the department itself is not serious in its claims. A parent, in this regard, has trusted the men at the helm of affairs, if they fail to deliver, will be injustice with the common man. All the influential from Mali to Junior Assistant to Head Assistant to Vocational Instructors to Lecturers to Librarians to Lab Assistants to Superintendents have been attached with Directorate, Joint Directorate or other sub ordinate offices and their counterparts do not find any good sense in it. Training Programme is the inner prowess the department exists for. Staff appointed should be subservient to it, not topsy-turvy. There is long list of staff attached against their places of actual postings, for immediate attention of the Directorate of Skill Development Department that is considered, and genuinely so, the facade of the organisation, and should never be black-painted.
