- The administration has to make more changes if they want to make Department of Skill Development as their many black sheep hiding in its offices.
- The Jammu Jottings team has worked very hard and exposed wrong and illegal postings in DSD and BOTE including Registrar and Deputy Registrar of BOTE.
- The ex-Registrar Jatinder Kesar who is actually belong to teaching faculty and his duty to teach the students has been again deployed with Directorate of Skill Development Jammu to assist OSD but left the students to suffer.

Jammu, Apr 20: Why has the Department of Skill Development delayed in recalling, transferring and postings of the ineligible officers? Who was behind deputing and posting of these ineligible officers Jatinder Kesar Lecturer-1 (Mech.) as I/C Registrar BOTE and Anshul Mahajan Lecturer-1 (Mech.) as Deputy Registrar BOTE? What was the motive of the administrative officers of Department of Skill Development to post such ineligible persons for high posts? What was the motive behind such illegal postings? Why is the department lacking of asset norms and rules to run? These are some serious concerns to be considered seriously so that the department may be made purposeful instead of a mockery and the people are also wanting to know the truth behind such unethical and illegal practices which could be resulted to defeat the purpose of the department.
The Department of Skill Development Government of Jammu & Kashmir some days earlier made transfers and postings of 38 officials in the interest of administration vide Government Order No 34-JK(DSD) of 2022 dated 15-04-2022 in which they have transferred two ineligible officers who were holding the charge of incharge Registrar BOTE and Deputy Registrar BOTE as both were having the same status but not equivalent to the posted they have posted.
The team of Jammu Jottings have already working on it has exposed the nexus going on in the Department of Skill Development and ineligible officers were posted to discharge their duties instead there is no dearth of eligible officers but the tradition of posting of blue-eyed persons have not ended since the Jammu & Kashmir UT is being ruled of President of India.
The incharge Registrar BOTE Jatinder Kesar has been recalled from the BOTE and deployed in the Directorate of Skill Development, Jammu to assist DSD, the order said. Now it is very intriguing part of the story that Jatinder Kesar belongs to teaching faculty and there is no purpose to deploy him for non-teaching purpose which is murder of future of students.
The second person Anshul Mahajan Lecturer-1 ((Mech) who was deputed to BOTE as Deputy Registrar has been recalled from BOTE and posted in Government Polytechnic Kathua vice Mr Rishap Gupta Lecturer-1 (Mech).
The most dangerous and running part of the department and students future is that officials from teaching faculty have been posted for performing non-teaching duties, which is not only unethical but it is entirely against the students’ future and like paying with their lives.
Though there are some shrewd persons who managed the game and remained untouched in this transfer and posting orders. It seems that there are still such officials who are above law and the administrative officers have to reconsider for all those who instead of teaching the students are busy in managing their postings as per their convenience. This like a drop in ocean and the administration has to do much to make the department vibrant and functional.
