Wrong doings can’t be taken as fait accompli!

Directorate of Skill Development lacks credibility and legitimacy

Jammu, Apr 18: Notwithstanding the fact that Skill Development Department has been in the highlights for decades and Jammu Jottings team have worked on it tried to highlight the issues confronting with students and basic ethics of the department. But now it is in headlines due to its mismanagement of personnel by the Establishment Section of the Directorate, regarding illegal appointments, backdoor entries, illegal promotions, naive transfer policy, financial embezzlements in centrally sponsored schemes, haphazard attachments of Instructional Staff with the Directorate, surplus and idle staff, pick and choose and out of rule selections for higher studies; sidelining, ignoring and manipulating Circulars of the government, promotions, demotions and consequent court cases, the department at the same time has been in the discussions for the hegemony of the different Trade Union Factions amongst the employees in general. And inaction of the department raises a million dollar question.
While belling a big cat of the department today, most of the above quoted malpractices can be seen in one case only.
Nazir Ahmad Molvi S/O Ghulam Mohammad R/O Doda (city), Vocational Instructor, Draftsman Civil, ITI Jammu (Canal Road), President ITI J&K Employees United Front, joined in the department in ending 1993 as daily rated worker. Just after six months on 28-04-1994 was elevated as chowkidar-cum- Safaiwala vide order no.147 of 19 94 by Deputy Director Technical Education Jammu, Ali Mohd Shah. It was all against set norms and the officer was not competent for this action.
On 06-09-1994 one Ab Lateef Mochi was appointed as Chowkidar-cum- Safaiwala by Chairman District Recruitment Board, (District Development Commissioner) under set norms. As such Nazir Ahmad Molvi was terminated by Superintendent ITI Bhaderwah.
