Jammu, Jan 05: Why are the officers of Jammu district administration taking the directions of Governor’s Grievances Cell very lightly? Why have the officers of Jammu district administration dumped the directions of Governor’s Grievances Cell in a dust bin? Why are the officers of Jammu district administration assuming themselves bigger than the Lt Governor? Why are the officers of the Jammu district administration openly cocking a snook at office of Lt Governor? Who will direct the officers of Jammu district administration to get the work done? Why is LG Mr Manoj Sinha silent over this issue as his directions have been thrown into dustbin? These are very pinching questions for Jammu district administration as all these questions are much relevant and it should be considered by Lt Governor himself and he must personally monitor it otherwise the impact of Governor Grievances Cell will lose it importance and people will mock at it.
Let me narrate here that one applicant has filed some grievances in the Governor Grievances Cell with a hope that his genuine grievances will be considered and a corrupt Patwari Parnav Dev Singh would be taken to task and within a month he would be kicked out from the department under the corrupt and deadwood category but some officers sitting the district administration are enough kind to the corrupt Patwari and his corrupt tactics. The application was filed on 31-07-2021 and the same was considered and sent to Jammu administration on 04-08-2021 with the remarks as from JKGGC “Sir, I am directed to request you to kindly redress the grievance of the complainant at an earliest, Yours faithfully, HA(A) Jk-Lt. GGC”. On same day i.e. 04-08-2021 Jammu administration says as “Submitted for necessary action pls.” On 06-08-2021 the SDM Jammu North remarked as- “An enquiry report had already been submitted to higher authorities.” From the office of SDM Jammu North here the game started to shelter the corrupt Patwari Parnav Dev Singh. This is the real ground of hatching conspiracies to save the corrupt Patwari as the Patwari Parnav Dev Singh is very shrewd persons he threw much money and even he gifted very costly Mobile phone to his senior officers of district level to keep the officer in his fist.
No doubt money has much power but I think law has much power and one day the Patwari has to be thrown out from his job. He is such a powerful Patwari that the then Tehsildar was like to be his subordinate as the said Tehsildar has invited the corrupt Patwari to make the enquiry report. The intriguing part of the story is that a culprit prepares enquiry report against himself, but a cruel joke and it was done under the patronage of tehsildar Amit Upadhaya.
Despite several twists, the applicant on 11-11-2021 has expressed his dissatisfaction and wrote in brief accusing the ADC (L&O) Jammu for sabotaging the enquiry. He wrote as “On 28-10-2021 the ADC (L&O) said Enquiry into the matter is at the final stages and in the event of being found guilty, matter shall be submitted to competent authority for necessary action against the said official as warranted under law. but it is very strange part that on 10 11 2021 the same officer ADC (L&O) vide his office letter No DCJ Comp Griev/2021 22 636 dated 10 11 2021 writing a letter to SDM Jammu North to enquire into the matter. The letter is as Subject Compliant against Patwari Parnav Dev Singh presently posted at Niabat Sidhra for deliberately causing sheer misuse of official position issuing Farad Intikhab of land Gair Mumkin Jarh during the year 2018 while his posting in Revenue village Kanger Tehsil Bhalwal under the jurisdiction of Jammu North Grievance ID 999002258508. Why the ADC L&O Jammu is trying to buy the time and lingering on the inquiry instead of taking action on the corrupt Patwari. The ADC L&O Jammu is trying to damage the credibility of inquiry and even the prestige of LG office.”
In response to his dissatisfaction, on 12-11-2021, the Jammu Admin replied as “Submitted for necessary action as per the observation made by the Applicant.” But till date there is no action on ground but some district officers are busy to save the corrupt Patwari.
