- LG has to intervene in this department as this is at the verge of collapse due to wrong orders and policies.

Jammu, Jan 03: Why is Skill Development Department Jammu & Kashmir plunging through chaos? Why is Skill Development Department Jammu & Kashmir so irrational and unjustified? Why is Skill Development Department Jammu & Kashmir laden with illogical officials? Who will put the Skill Development Department on the right track? Who is Rabia Rasool in the Skill Development Department? What is the actual designation of Rabia Rasool and on what post she has joined? What is her first appointment? Does she belong to instructor/teaching or non-teaching cadre? Who is behind her to give her benefit illegally? These are some uncomfortable but very relevant questions irritating in the mind of the people and these should be answered by officers of the Skill Development Department.
In Skill Development Department (ITI sector) one Rabia Rasool is “attached” to the chair of PA to Director SDD from mid 90’s. She was appointed as Hostel Cook in early 90’s by a Deputy Director, Mahajan Sahib. She was posted at Budgam but attached with the Deputy Directorate. Within a short period of one year she was confirmed illegally as Workshop Attendant. Since the post was not available, her salary was drawn against a post of Hostel Cook. And there also a discrepancy pops up. Vide order No. 64 of 1991, dated 16-07-1991 (Deputy Director), she is shown as Workshop Attendant and through a corrigendum to this order vide No. 635-37, dated 22-07-1991, she is shown as Orderly. However, within a short spell, she was promoted to the post of Junior Grade Instructor, Stenography, in violation of all existing norms. The incumbent on the post is meant to work in ITI and teach the trainees. She was posted at Chari Sharief for 2-3 months. Her transfer was engineered and she was attached in Directorate of Technical Education (now SDD). She was given the assignment as PA to Director.
Then she ruled the roost. In 2003 vide Directorate Order No. 656 of 2003 dated 03-12- 2003 all Instructors of ITIs were given the grade of 6500-10500 in the face of Court Judgement in the matter of LPA No. 159/2001. The pay was fixed notionally from 92 to 2002 and arrears were accumulated from January 2003. It was applicable in such cases only where individual affidavits have been executed and submitted to the Director through Zaffar Altaf, president ITI Employees Association. Mrs. Rabia Rasool also submitted the affidavit and got the full quantum of benefit. Also many illegal appointments, promotions, transfers, attachments were done with her asherwaad. Her move allowance, use of official transport, TA, use of official residential quarter is the perk attached with the post of PA to Director itself.
Under DGET schemes in the erstwhile State she also devoured her share satisfactorily. Having the patronage of the ‘boss’, she succeeded in erecting a sign board on the front wall of her residential house at HMT, Zainakote, Srinagar, “Hannan Institute of Technology”, under SDI, in the name of her son Hannan. It was meant to train unemployed educated Youth. Hannan was PUC pass, non technical and under age. The scheme was directly looked after by Secretariat Administrative Department, Technical Education and Director Technical Education, Parvaiz Malik and Sardar JP Singh. Account Section of Directorate was sidelined. Account No. was: CD 23 of JK Bank Moving Secretariat, wherefrom the money was credited to the beneficiaries. Indian Rupees 7 lakh, in two instalments, were credited to beneficiary Hannan through an account of a lady Mtr Safiya created for the purpose. Later, the funds for the scheme were provided to the Directorate and additional around 1.70 lack rupees were credited to the beneficiary. All work of the unit was in papers only.
Now, it is to be seen if under proper policy of the govt. after 2000-2001, employed youth engaged as Daily Wagers was regularised under the nomenclature of ‘Helpers’, are working as such and didn’t succeed in getting their nomenclature even changed, not to talk of their promotion for which a provision was created by the government why certain favored are benefited on pick and choose methods. In the case of Rabia Rasool, she took all the benefits of being a Junior Grade Instructor without performing the work it is meant for, and also worked on a post for which no recruitment rules favour her any way and got a speaking order issued by the “boss” to the effect that she should be considered as Senior Stenographer worthy of working as PA to the Director and on the basis of that did send a proposal signed by Director to the GAD for being included in the list of Senior Stenographers to be regularised as Private Secretaries. Her name was published in a daily newspaper at S No 179 among the considered aspirants and on a representation by the aggrieved was deleted. Thus, holding on to the chair of PA, genuine rights of those were ignored whose feed cadre has been served as fodder to the illegally appointed backdoor entry. If she is PA all the extra salary got as junior grade instructor, with three in-situe promotions, GP 5200, should be made deposited back into Government treasury, and if she is genuine junior grade Instructor, she should be transferred to an ITI and who retired without promotion to the post, blocked illegally by her, should be compensated. It is very sad note to mention here that numbers of circulars issued by the government have been endorsed by the same Directorate for sub offices that no case for cadre change should be forwarded to the Directorate but at their own level they have done the reverse.
