Jammu, Dec 29: Why the Chief Education Officer Jammu has purposefully ignored the four backdrops mentioned in the letter of Director School Education Jammu vide its letter No DSEJ/Pvt./14741-43 dated 19-04-2021? Why the Chief Education Officer Jammu has tried to save the ACM Public School Janipur, which is running illegally in every aspect? Why the Chief Education Officer Jammu has not done homework about the frauds of the ACM Public School Janipur Jammu? Why the Chief Education Officer Jammu has not mentioned about expired Recognition/Permission of the said school, that how after 2017 the ACM Public School Janipur is continuing to operate? Why the Chief Education Officer Jammu missed to see the Building Permission of the ACM Public School Janipur Jammu either it is commercial or residential? Why the Chief Education Officer Jammu is so lenient to a fraudulent ACM Public School Janipur, which is based on several frauds and deceits? What could be the personal interest of sitting Chief Education Officer Jammu in shielding this fraudulent ACM Public School Jammu? Has money power influenced the Chief Education officer Jammu or something else? Why has the Principal DIET Jammu supported the wrong motives of CEO Jammu to shield the fraudulent ACM Public School Janipir? What was the compulsion of Assistant Director (Planning) CEO Office Jammu to be part of team supporting the frauds and deceits of the fraudulent ACM Public School Janipur? These are some hard and irritating questions for the CEO Jammu, Principal DIET Jammu and Assistant Director (Planning) CEO Office Jammu to come out and openly reply for such questions.
The owner of the ACM Public School Janipur Jammu is a man who knows well how to influence the officers by his money powers and it is the reason that despite the strict warning letter from Director School Education, Jammu vide its letter No DSEJ/Pvt/14741-43 dated 19-04-2021 in which he clearly stated in last para of his letter which read as ‘Therefore, in view of above backdrop a last and final opportunity of being heard is given to you (management of ACM Public School, Janipur Colony Jammu) to submit your statement along with the relevant documents required for running school within period of 15 days, failing which the action as warranted under section 16 of J&K Scholl Education Act shall be initiated which inter-alia includes de-recognition.’
Let me explain more that in the first line of last para of his letter the Director School Education Jammu specially mentioned – ‘in view of above backdrop’, which clearly indicates that in the letter some backdrops are also mentioned. The backdrops mentioned in the said letter are included as – ‘Whereas, the CEO Jammu vide No CEOJ/Pvt/31150-51 dated 23-01-2021 submitted a report stating therein that the ZEO Jammu vide No 1955 dated 18-08-2020 submitted the inspection report which, however did not the requisite NOC’s and other documents.’ This para has clearly stated about backdrops of the ACM Public School Janipur but sitting CEO Jammu ignored it deliberately.
The other backdrop is on para No 5 of the letter and is as – ‘Whereas, in meanwhile a complaint was received regarding illegal functioning of school.’ This backdrop again deliberately ignored by the sitting CEO Jammu to provide a cover-up to fraudulent ACM Public School and CEO Jammu can better explain why he ignored the issue of complaint and not invited the complainant to ascertain the grounds on which the complainant has made the complaint.
The other backdrop which is being ignored by the sitting CEO Jammu to shield the fraudulent school and its owner is mentioned on the para No 7 and it is as – ‘Whereas the CEO Jammu vide No. CEOJ/Pvt/35612-14 dated 02-03-2021 submitted the finding of the committee stating therein that the school authorities have failed to provide the essential formalities/documents despite many communications.’
The other big and most concerned backdrop is also mentioned in the same para No 7 and continued, which should be seriously viewed by the sitting CEO Jammu but he purposefully ignored it and the backdrop is as – ‘Besides, it has also been observed that the school building is constructed on a piece of land whose allotment has been reportedly cancelled by the JDA.’
The four backdrops are clearly mentioned by the Director School Education Jammu itself, which do not need more verification but sitting CEO Jammu trust more the owner of fraudulent ACM Public School Janipur then his own senior officer Director School Education Jammu.
