Corrupt Javed & Parnav are powerful!

• There was no need to rectification of price of land during the investigation being carried out by the ACB and that too when the ACB particularly stopped the SDM through its letter No ACB/Central/2021/1296 dated 10-08-2021, which was received by SDM office on 11-08-2021 but SDM did rectification on 13-08-2021, straightway throwing the challenge to ACB authority.
• Now the ACB has to investigate that what type of hidden connections are between SDM Jammu North Pawan Kotwal and corrupt Patwari Javed Ahmed and what type is deal is between both of them.
• It is crystal clear that SDM Jammu North Pawan Kotwal trying to save the corrupt patwari Javed Ahmed, Parnav Dev Singh and other Revenue officers including the then naib Tehsildars and others and for this favour something has gone in the kitty of SDM Jammu North.
• One revenue officer told that he went to stop the illegal work going on the land in question but one senior officer has pulled him back and asked him not to stop the work and allow as it was going on.

Jammu, Nov 21: Why the Sub Divisional Magistrate Jammu North Pawan Kotwal has made ‘Rectification Deed’ despite receiving the letter from ACB on 11-08-2021 to stop any further proceedings regarding 4 kanal of land bought by Bashir Ahmed father of corrupt Patwari Javed Ahmed? Why the Sub Divisional Magistrate Jammu North Pawan Kotwal deliberately ignored the letter of ACB written by Superintendent of Police, P/S Central ACB J&K in con cern to stop further alienation of benami property corrupt patwari Javed Ahmad bought on the name of his father Bashir Ahmed particularly 4 kanal of land in Kangar under Khasra No 5564? Why the Sub Divisional Magistrate Jammu North Pawan Kotwal is trying to save the corrupt Patwari Javed Ahmad and others as they have done a great blunder and cheated the law of land? Why the Sub Divisional Magistrate Jammu North Pawan Kotwal has been buckled by the corrupt Patwari Javed Ahmed and other corrupt Revenue officers who signed the Farad and other documents knowing that the land is Gair Mumkin Jaad? Has money power influenced the Sub Divisional Magistrate Jammu North Pawan Kotwal to openly come into the favour of corrupt Patwari Javed Ahmad and others who signed the land documents? These are the uncomfortable and pricking questions but these questions are having much relevance in the present scenario and these questions are in the favour of law of land and the revenue department so the senior officers must come up and reply all these questions one by one.
The ACB has registered a case against corrupt Patwari Javed based upon the results of a Preliminary Enquiry conducted by the Anti Corruption Bureau on the allegations that Javed Ahmed (Patwari) S/O Bashir Ahmed R/o Village Kanger Tehsil Bhalwal District Jammu posted as Patwari in Revenue Department at Kote has amassed huge immovable properties worth Crore of rupees in his own name and in the names of his family members which were highly disproportionate to his known sources of income, an FIR No. 02/2021 (PS ACB Central) was registered on 11.01.2021 u/s 5(1) (e) r/w section 5(2) PC Act and Sections 109, 120-B/RPC against accused persons namely Javed Ahmed, Bashir Ahmed, Ghulam Fatima, Nazia Kouser and others. In this concern the ACB has written a letter to Sub Divisional Magistrate Jammu North, vide its letter No ACB/Central/2021/1296 dated 10-08-2021 and the same letter was received by the office of SDM Jammu North on 11-08-2021 officially. The letter clearly explains that land purchased by the corrupt Patwari Javed Ahmed and his family members including Bashir Ahmed, Ranjeed Akhter, Nasreev Akhtar, Shamim Akhtar, Sukhdev Singh, Ghulam Fatima, Nazim Ali and Nazia Kouser.
The Superintendent of Police Police Station Central ACB J&K has categorically written to Sub Divisional Magistrate Jammu North that the corrupt Patwari Javed Akhter would try to dispose of the property belonging to Khasra No 5561 and 5564 but the Sub Divisional Magistrate Jammu North Pawan Kotwal hardly care for the agencies of the Indian government as it seems that he runs his own kingdom and despite knowing this he deliberately rectified the deed on 13-08-2021 two days after receiving the letter of ACB. It clearly shows that Sub Divisional Magistrate Jammu North Pawan Kotwal has hand-in-gloves with the corrupt Patwari Javed Ahmed. Sub Divisional Magistrate Jammu North Pawan Kotwal tried to save the corrupt Patwari Javed Ahmed from the grip of ACB but SDM himself put in trouble. The ACB will have to deeply investigate Sub Divisional Magistrate Jammu North Pawan Kotwal in person that why he undermined the letter of ACB and going out of law he rectified the price of land, “And whereas the party of the 2nd part had paid the actual sale consideration to the party of the 1st part to the tune of Rs 400000 (Rupees Four Lac only) in place of market value of Rs 9,76,000 (Rupees Nine Lac & seventy six thousands only).’
Why SDM Jammu North was so in hurry that he had done rectification deed during investigation and that too receiving the letter from ACB? It clealy shows that SDM Jammu North Pawan Kotwal has some personal interest and what was his interest the ACB will surely dig out.
