PWD sends 3 XENs for deployment, trio sitting idle for a month

Jammu, Nov 9: Despite deployment of three executive engineers (XENs) in Housing & Urban Development Department (H&UDD) by the Public Works (R&B) Department a month ago, no further postings have been made by the concerned department.
According to sources, these three XENs would replace two sitting DGMs and the Technical Officer to the Manager Director JK Housing Board. The H&UDD had in June 2021, asked the Managing Director, JK Housing Board for repatriation of Fidous Ahmad Qazi, DGM Unit-II Jammu and other DGMs.
“In reference to your office communication bearing No HB/1886 dated: 15.06.2021, l am directed to convey the following approvals in the matter, Consequent upon the posting of Executive Engineer Seikh Zameer Ahmad as DGM Unit-II Srinagar, the incumbent DGM, Unit-l Srinagar G.M. Dar be repatriated to Srinagar Municipal Corporation, his parent Organisation. Repatriation of Sajad Ahmad Kawoosa, DGM Unit, Srinagar and Firdous Ahmad Qazi, DGM Unit, Jammu to Srinagar Municipal Corporation and Jammu Municipal Corporation respectively for their encadrement after their replacements ae received from PWD (R&B) Department”, Mr Ashish, Additional Secretary to Government, H&UDD wrote to MD JK Housing Board 18/06/2021.
“On October 8, 2021, vide government order number 299-PW(R&B) of 2021 three XENs serial number 8 Tilak Raj from R&B Nowshera, Parvaiz Ahmad from DIQC Srinagar and Ravinder Koul from R&B Jammu were deployed in H&UDD”, sources said, adding that despite lapse of a month, no further posting of these Engineers have been ordered by the concerned department.
Firdous Qazi, DGM Unit-II JK Housing Board Jammu has been accused of manipulating tendering process to favour his own contractor and the matter is still subjudice. “The aggrieved contractor, who was sidelined by Qazi throwing rule books into bin, has knocked the door the court and also filed a complaint against Qazi with Anti Corruption Bureau (ACB)”, sources said, adding that but Qazi is not willing to leave the post he is holding due to unknown reasons.
“To please Qazi, his master in JKHB and the H&UDD have given free hands to him (Qazi). Qazi has been facing serious allegations of being a backdoor appointee and involvement in corruption cases. The complaints against Qazi gathering dust in H&UDD. Documents related to his appointment of was sent to Principal Secretary H&UDD Dheeraj Gupta and other agencies for actions by some whistle-blower”, sources said.
