Village Patyari and Mawa Karora are in grip of land-robbers!

• The DC Jammu has directed the SDMs and Tehsildar in his meeting on 26-03-2021 and in written on 31-03-2021 but there is not an iota of implementation of said directions in Akhnoor division.
• Kah Charai is on the radar of land-pimps, land-robbers and land thieves but Akhnoor Sub Division administration is week infront of them.

Jammu, Nov 07: Whose directions will be honoured by the Sub Division Magistrates and Tehsildars? Why are Sub Division Magistrates and Tehsildars not obeying the directions of Deputy Commissioner Jammu? Why Deputy Commissioner Jammu is issuing directions to his subordinates, when there is no take of his directions? Who is the authority to dictate the Sub Division Magistrates and Tehsildars? These are the some hard and tough questions being posed to the Deputy Commissioner Jammu and others to answer all these question so that people may got satisfaction and the work be done in right prospective for which the directions are being issued.
The Akhnoor Tehsil is having many scandals and malpractices despite some honest officers have been posted there. The state land which is the kind of Kah Charai near about 200 kanals in two separate locations, khasra numbers, villages and patwar is in danger as the land-thieves are encroaching it in the broad day light but there is no one to contain the encroaching process in Akhnoor. It is pertinent to mention that soon after joining the new assignment as Deputy Commissioner Jammu Anshul Garag IAS has convened the meeting on 26-03-2021 at 4 pm in his office, of all the revenue officers of Jammu district including 02 Additional Deputy Commissioners, 01 Assistant Commissioner Revenue, 07 Sub Divisional Magistrates and 20 Tehsildars in which 18 directions were given to Sub Divisional Magistrates and Tehsildars, which should be followed and implemented by them in letter and spirit. The minutes of meeting of the meeting held by Deputy Commissioner Jammu on 26-03-2021 were complied and issued on 31-03-2021 vide DC Jammu office No DCJ/SQ/Minutes/ROM/2020-21/3958-90 and circulated to Divisional Commissioner Jammu for information; Additional Deputy Commissioner Jammu (Adm) Jammu for information and necessary action at his end; Assistant Commissioner Revenue Jammu for information and necessary action at his end; to all Sub Divisional Magistrates: Chief Planning Office Jammu for information and necessary action at his end; Tehsildar Headquarter Assistant to the Deputy Commissioner Jammu for information and necessary action at his end; and to all Tehsildar falling in Jammu district. The 18 directions were in the favour of public and very much accordance with the law of land.
But let me discuss about the direction No 6 on page No 3 which read as, “Removal of encroachment on State/Kahcharai/ Common Land: The Chiar took a serious note of slow pace of removal of encroachment on State/Kahcharai/ Common Land and directed the SDMs and Tehsildars to ensure removal of encroachments. SDMs and Tehsildars were asked to keep strict vigil in their respective areas and take prompt action under due process of law for removing illegal encroachments from state or other common land.”
The decision regarding this direction was taken on 26-03-2021 but the formally in writing the DC office has issued the minutes of meeting on 31-03-2021. Though the period of five days is very long period to compile and write 18 directions and 6 pages but let it has been done for good so the issue of long period matters but less and can be ignored.
The direction No 6 clearly shows that every Tehsidar and SDM has to ensure the vacation of encroached land but in Akhnoor Tehsil in village Patyari and Khasra No 78 there is land measuring 125 kanals and 12 marlas which is Kah Charai but the land-robbers and land-pimps are encroaching it in brad day light that too every day. The question is that why the DC Jammu directions are not being honoured in this case and why land-thieves are allowed to steal and encroach the land.
In another village Mawa Karora of Tejsil Akhnoor under KLhasra No 76 there is another Kah Charai measuring near about 70 kanals is meeting the same fate and the authorities are mum. The land-robbers are ruling in the Tehsil Akhnoor and they are busy in encroaching and grabbing the land. The land grabbers are so powerful that infront them the DC Jammu directions have no value and it should be clarified the administration of Sub Division Akhnoor.
