- One JK Kesar who is still not confirmed as HOD of Skill Development Department has gone deputation to JKBOTE and working as Registrar for last 9 years, which is mockery of the system.
- There are 10 officials who are on deputation to JK BOTE from Skill Development Department and they are too much overstay there but there is no one to check this menace.
- One Neelofar Jan who is simply Junior Assistant but she is on depuation and she has completed 23 years on deputation which is unbelievable and shocking. May be she is going to retire but who will check her out.
- One class fourth employee Mohd Yousaf Najar is also on deputation and he too completed 21 years, which clearly indicates that there is no one to check and put the things on right track.

Jammu, Nov 01: Why the higher authorities of Skill Development Department of Jammu & Kashmir government are so callous and ineffective? Why there are so many officers who are on deputation to JKBOTE? Why the higher authorities of Skill Development Department of Jammu & Kashmir government are so worthless that they cannot control the things going berserk in their department? Why Director of Skill Development Department of Jammu & Kashmir government is not calling the officials back who are on deputation to JKBOTE? Why Principal Secretary to Government of Skill Development Department of Jammu & Kashmir Government is silently watching the spectacle of destruction? These are some uncomfortable and tough questions for the Skill Development Department of Jammu & Kashmir government to reply it at any cost. The people are in quandary that what is going on in the department and who is responsible for this mess.
One JK Kesar is on deputation to JKBOTE from Skill Development Department and who is still not a confirmed a HOD but he is working as Registrar for last nine years illegally. This is not my report this is the report of the Secretary/Controller of JKBOTE. An incompetent and illegible person is discharging the duty, which would surely a destructive and disastrous for the said department. Another character is Neelofar Jan who is Jr Assistant but she is on deputation for 23 years, which is almost her service period. Mohd Yousaf Najar a class fourth employee is on deputation for last 21 years. Another character is Anshul Mahajan who is Deputy Registrar in JK BOTE and on deputation. His department is Skill Development Department and whereas his department is suffering but the man is enjoying on deputation for last 8 years. Javed Ahmed Hakim and Munshi ram both are Head Assistant and both are on deputation for last 7 years and duo forgot their parent department. Gh Nabi Yatoo Senior Assistant is on deputation for last 7 years and GN Lone Jr Assistant for last 11 years in JK BOTE both are from Skill Development Department. Rafiq Pottay and Farooq Mohammad Gashroo both are Class fourth class employees and working on deputation in JK BOTE for last 8 and 7 years respectively.
Now the question arises that why these ten officials have preferred to work in JKBOTE. Are they having some extra income in this department or they have indulged themselves in corrupt practices. Who will ascertain the fact from them? There should be an enquiry by some authenticated agency to know the facts that why they left their parent department to work another department.
The Secretary/Controller of Jammu & Kashmir Board Of Technical Education of Skill Development Department of Jammu & Kashmir Government vide his letter No BOTE/Estab/07-1/2021/4007-08 dated 24-09-2021. His letter reas as under, “With reference to your office communication No OSD-Gen/1-49/2021 dated 21-09-2021 regarding the above noted subject (Subject: Rotation of Government Officials), in this connection it is submitted that as desired, the detail of staff which is presently working in J&K Baord of Technical Education (Autonomous Body) with duration of stay is produced as under.” It shows that eight officials of J&K Board of Technical Education are long stayed on one post, which is matter of worrisome and should be enquired by the CBI. There are 10 officials who are on deputation to J&K Board of Technical Education from Skill Development Department of Jammu & Kashmir Government, which is matter of concern.
