No one to check menace of overstaying!
- Some of the officials are going to be retired from the same office, where they have been joined at the time of appointment.

Jammu, Oct 27: The process of overstaying in the department of Skill Development Department and J&K Board of Technical Education has crossed all the limits and it seems that the Skill Development of Jammu & Kashmir is not under the purview of Indian constitution and has its own kingdom and above then the Jammu & Kashmir government and its transfer policy.
The General Administrative Department vide its office letter No GAD-ADMOIII/13/2021-22-GAD dated 13-09-2021 clearly instructed the administrative secretary to obtain the list of employees who have a stay of more than five (05) years in first instance and these officials need to be rotated unless there are exceptional circumstances. Even it is also mentioned in the order that action taken report, in the matter may kindly be furnished to GAD, at the earliest, for appraisal of the Competent Authority. The order has been circulated to all administrative secretaries.
The several officials working in the Skill Development Department and JK Board of Technical Education are working in the same office for several years together and they have never transferred to the other offices, whereas the approach-less people who do not have connection with higher-ups and also do not pay bribe are languishing far-flung areas of the Jammu & Kashmir and some officials have retired but not got chance to serve in the city or in the prestigious institutes. May be money is playing a big role and where the money goes it is also a mystery.
Let we start that one Rabia Rasool who is basically Vocational Instructor and she must be posted in the institute to teach the students but she has been posted PA to Director, Skill Development Department for more than 20 years and I feel that she will get her retirement form this post. Now the intriguing part of the story is that she has been posted as Vocational Instructor but she remained working in the office Director resulting in the loss of the students and also she is not meant to work as PA and so in both the offices she has wreaked a loss and also she mocked at the system, which has allowed her to work on in other office for which she is ineligible.
The other character is Ashiq Hussain, who is head assistant but the reports pouring in the office revealed that he is working in the same office of Director Skill Development Department Jammu & Kashmir for near about 30 years and likely to be retired from the same office. The other official is Pervaiz Ahmed Sahgoo Senior Assistant and working in the office of Director Skill Development Department Jammu & Kashmir for last 25 years. May be he is blue-eyed person but the man is having link with higher ups or one can say that higher officers are much happy on him and not dared to transfer him as transfer is the part of service but this law is not for him.
There is a long list of overstaying officer and officials but there is no one to put a check on them. I will try to put all the overstaying officers and officials in the public domain so that Lt Governor may put the things on the right way.
