Why he supports corrupt Patwari?

Tehsildar Bhalwal is openly defying most popular India Act RTI Act
*RTI was meant to prevail and maintain the transparency in the offices but Tehsildar Bhalwal has its own kingdom and he hardly care about the Indian law and Lt Governor Manoj Sinha.
*The reply of RTI has to be given within period of one month but even after the lapse of three months, the Tehsildar Bhalwal hardly care about the Indian weak laws.

Why Tehsildar Bhalwal is not respecting and obeying the most useful India act called as RTI act? Why Tehsildar Bhalwal is throwing open challenge to Lt Governor of Jammu & Kashmir against his honest and people friendly performance? Why Tehsildar Bhalwal dislikes transparency in his office? Why Tehsildar Bhalwal is openly supporting the corrupt Patwari? What type of influence has influenced the Tehsildar Bhalwal to support the corrupt patwari? Why Tehsildar Bhalwal is not giving reply to RTI which has been duly received by his office and the prescribed time period for to reply the RTI has been expired since long ago? Why Tehsildar Bhalwal is not respecting the Deputy Commissioner Jammu as from his office the RTI application was referred to him? These are the some uncomfortable questions for the Tehsildar Bhalwal who must gather the courage and answer it and it is also information to his senior officers from SDM to Lt Governor that way and style of his functioning is totally contrary to law of land, ethics, humanity and morality. His senior officers especially Deputy Commissioner Jammu must call the Tehsildar Bhalwal and ask him that why he is disliking the transparency and also why is he so callous about his official work.
RTI was such an instrument for maintain the transparency in the administrative setup that the administration at any level may function with smoothly but in the office of Tehsildar Bhalwal RTI has no value and the concerned Tehsildar Bhalwal is taking the RTI as his own handkerchief, when he wants, he use it and when he want, he throw it. One RTI activist has filed an RTI to Sub Divisional Magistrate Jammu North to get the information about some land issue as one of the most corrupt patwari has done all sorts of illegalities during his service period in one of the patwar of Tehsil Bhalwal, The then SDM North has duly forwarded the RTI application to Tehsildar Bhalwal  vide his office No SDM/JN/PIO/RTI/21-22/85-86 dated 26-04-2021 to give reply directly to the concerned RTI activist but after the long 95 days the Tehsildar Bhalwal could not provide the reply to the information seeker.
This speaks in volume and openly indicates that Tehsildar Bhalwal  is hand-in-glove with the corrupt patwari who has sold the state land to the people and wreaked loss to the state exchequer and also cheated those people who have bought the land for their old days but they too are feeling cheated on the behest the corrupt. Now the corrupt patwari for whom the information was sought is often seen to visit the office of Tehsildar Bhalwal, which is itself matter of concern and also why Tehsildar Bhalwal is allowing the said corrupt patwari to enter his office who is facing several inquiries by several agencies due to his corrupt practices.
